that Mr, McNeil .represented
e
109th„ successor,. to Mr.
Dunlop; or the 110th Warden
of Huron County.
\ "This is fitting," Judge
arter noted, "because Mr.
cNei1 was a Scot as was
Tiger Dunlop. Warden
McNeil is a resident of
Colborne Township as was
Dunlop."
Judge Carter also predicted
that the new Warden would
have a busy year in Goderich
taking part in activities
connected with the County
Town's 150 anniversary and
with preparations for the
International PlowingMatch
which is set to be held in
Huron in 1978.
Retiring Warden Jack
McCutcheon noted that in his
remarks on taking office last

year /he had called forthe
highest level .of service at as
economical a level, as
possible.
"`Service, takes money," he
noted, "and we always have
to stretch our dollars."
"I have heard it said that
because the province will pay
50 per cent 'we should have
it', and that the 'county pays',
But who is the county? We
are, and if we can remember
that things will be better."
"We should expand ser-
vices," he said,"but only to
the limits of what we can tax
people for.
Mr. McCutcheon also called
on the new warden and
,council to preserve the
autonomy of Huron.

for that opinion.
One month and one new
planning board later no
progress has been made.
County planner Gary
Davidson told the new board
he felt it was up to council to
initiate any action against
IvIcGees and that it was up to
council's solicitor to deter-
mine if the matter was ac-
tionable. He said council
could ask the board for an
opinion adding he felt the
board's involvement was
questionable claiming a
similar situation at the
county level would be handled
strictly by county council. -
Ptanning board member
Ken. McGee said he felt there
was no infraction!, being
committed by McGee Motors;
of which he is an owner.
He said "What the board
hasn't proved is thatthere is
an infraction." He claimed it
is only alleged.
Mr. McGee was advised by
Elsa T-iaydon at the last
planning board meeting that
because of a conflict of in-
terest he wouldhave to
remove himself from any
discussion on the subject.
in other business the board
decided to tighten up their
procedure _with -regard to
requests for zoning changes,
approval of subdivisions and
similar construction projects
by insisting that any ap-
plicants coming before the
board have all information
and details concerning tlr
project in the board's hands
at least three weeks before
the board's next meeting.
Tom Jasper said the board
should establish a standard
procedure for handling
people's requests that would .
serve to acquaint members
with the project as com-
pletely as possible.
"People who have not gone
through the procedure should
not be before the board," he
said. "We're not an in-
formation service."
Charles Snell agreed there
was a definite need for the
format recalling instances in
the past when people hart''
met with the board with the
soleintention of expediting
matters. He said the people
have had little or no in-
formation concerning their
proposal and are merely after
a rubber stamp approval.
He added the matter is
usually delayed an additional
month at least so the board
can get thew information
needed and usually waits'two
months for a decision. -
Mayor ..• Deb " Shewfelt
conceded that some of the
information put before the
board may be wrong or in-
complete but said the
business should be handled
far more efficiently if it; were
handled correctly. He
suggested the board ask the.
Huron ,County Planning
department for a system that
could be used to meet the
board's needs.
