Huron County engineer Jim Britnell reported that one county plow had burnt out a transmission attempting Co wade through a bank of snow. The county does not own a blower and the task of piling the snow is also a major obstacle. It's difficult to pass the winter off as old fashioned and prognostications are not too encouraging. Today South Western Ontario can expect another significant snowfall of five centimeters or more. (continued front page 4) a generous allowance tor bowling, shows, skating, swimming etc., 'while some other Canadian youngsters are struggling to survive in a cruel world. And it does seem foolish to send a cheque for $23.89 every month to the parents of those lucky kids, the exact same amount as the parents of the more unfortunate youngsters receive. 6 That's when Quebec's and Alberta's plans begin to look a little more realistic even though, not perfect. Perhaps the government for the big, wealthy province 'of Ontario should take a new look at the distribution of the Family Allowance funds here. There may not be a real argument for discontinuing FaMily Allowances in. Canada, but there may well be some need for studying ways and means of ap- portioning them in such a way that those who really require the extra dollars each month for the basics - health and education - have access to them at no acklitional' cost to' the country. Without a doubt, there should , be some ' intensive research in Ontario to determine how many families honestly depend on Family • • • 0' Allowance cheques for feeding, clotl'ng and providing health care and education for their children; what kinds of families these are (size, income, location etc.). It would be.the ideal way to determine how family allowance cheques are being Spent each month. . . and whether or not some other schedule of distribution would provide more of the kiz1Is of things intended by Family Allowances for that segment of the province's population with the greatest needs. Undoubtedly, the gover- nment of Ontario believes that by opting to provide the mothers of the province with $23.89 per month for each of their children under 18 years, it is being fair and avoiding •the criticism which would accompany some other system of distribution. Some politicians may be convinced it is the right of every mother in the country to receive not less than $23.89 per Month for each child under 18 years of. age, regardless of her financial status or the use to which the money is put. But is that the best way to use those millions of dollars which come into Ontario each year via Family Allowance cheques?"
