Goderich which is so, much a
pin of Mayor Deb Shewfelts
philosophy.
The mayor listed ten things•
which •he urged council to
consider for the upcoming
term. He put at the top of his
list harbor, and riverfront
development, and whether or
not the placement on the- list
gave any indication of
priority remains to be seen.
The town of eourse, has
offered to purchase a patcel
of land in the harbor area and
to date, there is no firm
suggestion of a use for the
property. About the only
discussion about the property

householder and the

munity is determined by the
local Hydro Commission of
the Municipality concerned.
The increases imposed by
local , Municipal Hydro
Commissions are not
necessarily equal to the bulk
power costs that Ontario
Hydro charges to these local
commissions, since each
Commission must also cope
with its own problems of
system expansion, cost of
labour, and debt en-
cumbrance.
The cost of power from
Ontario Hydro constitutes a
very large portion or a
Municipal Hydro's operating
cost and it is common for the
cost of power to range bet-
ween 70 cents to 80 cents out
of every operating dollar.
This being a fact of utility
operation, makes it quite
obvious that what a utility
pays Ontario Hydro -for power
must have a profound effect
on the' rate charges to
householders and businesses
in a community.
Public Utilities historically
operate at or near the break

allowed to accumulate,
