The Goderich Area Plan- ning Board adopted ' a new format for processing sub- division plans, amendments , to the official plans and changes in zoning bylaws than should speed up the process considerably. At the'' . same. time it should make effective - deci•sionsby the board easier. Why isn't a law passed which prohibits the sale of cigarettes to children? . It makes my blood boil every el ewitness such a sale being made to. youngsters, and I thin that it's high time that thoughtless and greedy storekeepers should be punished. Such a law does exist, and the stores you mention are breaking this law, if, allis, as you say! Under Ontario's Minor's Protection Act, it is an offence to furnish "cigarettes, cigars or tobacco in any form" to children under 18 years of age. A person doing so is liable to a °fine cf between $2.00 and $50,00 upon conviction. Howevetr it is NOT considered an offence if.the child presents the store keeper with a written note or order from his (or her) parent or guardian requesting the purchase of "tobacco in any form.'.'" NO WAY! In the law of contracts, an advertisement such as this is not an offer which you can accept to form a contract... Rather itis termed an "invitation to treat." A valid contract would not be formed unless the merchant offered you the sofa at $38.50 with the intent to form a contract of sale. Generally, in a retail situation, the obligation to sell at a -certain price is only arrived at in the store when the sales slip or order is made out and signed by the customer.
