Increase 25.6% to rural customers
Rates to the • 750,000
Customers served directly by
Ontario Hydro's rural system
will be increased January 1,
1977, it was announced last
week. The rate change will
increase Hydro , revenues
from these customers by an.
average of 25.6 per cent.
The effect of the increase
on individual customers will
vary depending on their
consumption and custorrier
classification such as
residential, farm or cottage- -
For example, a typical
farm customer's monthly bi11'
of, $38 *will increase • ap-
proximately $8.65. A, typical
residential customers
monthly bill of $28 in 'a low•
density area will increase by
$7.33.
Details of the rate increase,
which, conform to the intent of
the Federal anti-inflation
guidelines;•• are now being
mailed to rural custbtners.
'In 1975, retail system
revenues feel short of costs by
$4.9 million. The , deficit
forecast for this year is $10.9
million.
All bills' issued after
January 1 will be pro -rated.
1976 rates will apply from the
last meter reading 'this year
to December 31. Thereafter
the newly -announced 1977
rates will apply. -
The rate increase reflects
spiralling cost pressures upon
Hydro in providing service.

bill for instance, including
rising prices • for coal, .oil„
natural gas' and uranium, is
expected to increase by 31 per
cent in 1977.
The Ontario Energy Board
held hearings on Ontario
Hydro's 1977 rates which
included a detailed
examination of all elements
of .bulk power costs and
recommended an increase' iii
bulk power rates of 30.3. per.
cent to.' all wholesale
customers, including .the
rural system

presented, . to the Board's
December • meeting on.

At present the Hensull and
Zurich Public Schools have a
Kindergarten organization in.
which, children attend for one
half day every 'day , froom'
September to December and
on . alternate da-ys from
January to June:
The teacher travels 'from
one, school. :,to. the... other at..
lunch time in the September -
December period and parents
organize car pools or arrange
daily transportation for their
children at lu'nch time.
According to Mr, - A11.an's.
report, this system • has
worked 'reasonably well:,
accommodating a majority of
. people., "There has never
been significant pressure for
change from a majority of the
people involved," he noted.
"From timeto time one
hears that this arrangement
causes, hardship or in-
convenience for someone.
Recently a family with a
kindergarten child -. moved'
into the school area from
Nova Scotia. They live near
the Stephen 'school boundary
and • west of the :.town of
-Exeter," he explained.
"They were most . co-
operative but it must seem
unusual that if they attended
Stephen school they wound
have .transportation for the
kindergarten age child and
that to attend the proper
school they were required to
supply theirown, tran-
sportation at lunch time
which caused them to drive
through the town of Exeter to
11r,n,,nll."
Mr. Allan noted that the
current arrangement, though
apparently acceptable to ,a
majority, appears to
discrirriinate against certain
residents in the district. •
Kindergarten registration
takes place early in the year,
he said, and if a change were
contemplated, now would be
an appropriate time to make
such a change.
He also noted that the
pattern of all day, alternate
day Kindergarten has gained
•-incireased acceptance in rural
areas.
