warranty, Ontario consumer
minister Sidney Handleman
has announced. -
Mr.' Handleman said the
warranty had been developed,
through, the combined' efforts
of the Ministry -of ;Consumer
and. Commercial Relations
and the Ontario -and Toronto
automobile 4sgpciations.
- "The warranty will apply
for a period of fiveyears of
50,000 miles," the minister
said. "Consumers, who
purchase ,rust protection
from a participating . dealer,'
are guaranteed that the
underbody, 'frame and all

"The dealer then has the
:opportunity to' ensure the.

correctly. If rust is found, it is
the dealer's responsibility to
repair or replace the
damaged' arep'or part, free of
charge, even if the value of
the repair exceeds the cost of
the original rust protection

Under the warranty,
dealers are totally respon-
sible even "if the compound
used .was .supplied ' by an
outside agency. They are also
responsible if they refer
customers to an independent -
rust protection company and
receive remuneration.
In the past,Mr.Handleman
said, dealers would not offer
any warranty except that of
the compound -supplier.
"These documents often-
contained so many loopholes
as to be virivally,useless,"he
commented.
"If the consumer took a
rusting car back to the
original dealer who had
applied the compound, the
dealer's excuse often was
that the fault lay in the
supplier's material. If the
tupplier was confronted, the
problem was blamed . on
shoddy application by the
dealer," Handleman ex-
plained.
The minister said .either
way the consumer was
caught in the middle.-

plaints -and a thorough' in-
vestigation of the rust
.protection business was
started.
" . The . result was the new
standard" warranty and an
agreement from the industry
to remove the- term " "rust
proofing" from all ad-
vertising material.
"The term tends to mislead
consumers," Mr: Handleman
said. • "Rust -inhibiting
compounds may offer, several
years of protection but they
do -not provide absolute rust
proofing.
The ministry and the
associations have requested
that all dealers offer ..the
warranty to their customers.
Warranties provided by
suppliers may be offered as
well, as. long as the basic
consumer rights in the
standard warranty are not
diminished by disclaimers or
hidden phrases.;
"This new warranty will
provideconsumers with
reasonable protection and
ensure that dealers live up to
their responsibilities in the
rust protection field:"

"This is a 1,500 acre sight
with 6,000 employees working
on a.project that physically
changes every day," he said.
"Anything done on that scope
will produce problems."
Mr. Estey claimed that all
the losses incurred in a.year
in unaccountable items would
not pay the wages of one,
additional security guard. He
said the unaccountable items,
not necessarily stolen, added
up to about $4,000 a year, less
than the annual wage of a
security guard.

SECURITY ADEQUATE
Elgin Horton, operations
manager at BNPD, said
security at the power site was
more than adequate. He said
the area was protected not so
much against 'damage by the
public but for damage against
the public. He said most of the
security was directed against
people wandering on the site
or arriving for a particular
reason and ending up in an
area that could be hazardous.
He said some areas of, the
site could be hazardous for
anyone that isn't trained to
know what to do and whatnot
to do, adding that most of the
people near thiase areas are -
accompanied " by trained
personnel.
"We are trying to protect
the public by keeping them
away from areas where they
could get hurt," said Mr.
Horton.
He said security does
protect the site from van-
dalism and possibly
sabotage. Neither results in
much damage at the site and
the many safety precautions
prevent hazards to public
health as a result of radio
active materials escaping as
a result of any sabotage,
Mr. Horton said the recent
claim by Morton Shulman
that he could have carried. a
bornb into the Pickering
nuclear generating station
and blown up . the reactor
causing radioactive leaks
simply wasn't so. He said if
anyone was near the reactor
they'- would be accompanied
by personnel and if -they• aid
succeed in planting any type
o explosive, the safety valves
on the reactor would prevent
any leaks.
"We are spending money
on public awareness," said
Mr. Horton. "We want them
to know What they could be
doing by damaging Hydro
equipment." '

Within the last two months, this column has received a large
number of letters directed .against a Rexdale firm calling
themselves, PAR PUBLISHERS SERVICE LTD.
It appears that this company is selling subscriptions to
various magazines, (most of which are not well known in tads
country) and their method of soliciting is to employ young
ladies, (pleasant to look at, we're told) who stop students,
usually on the main street of a small town and make their pitch.
The amount of money collected varies from 20 to 40 odd
dollars. After the sale has been made a great many students get
the "veto sign" from their parents and then proceed, (according
to law} to cancel before the expiry of 48 hours.
This is where the trouble begins because, unwanted
magazinAs start arrirving, (cheques, of course are cashed im-
• mediately)- and it would seem that the students that don't cancel
have trouble in getting the magazines that they've paid for. This
company is extremely hard to contact, because ,if they have a
phone itts unlisted and our letters to date remain unanswered.
Obviously then, until we get some answers concerning PAR
PUBLISHERS SERVICE LTD of suite No. 1, GREENSBORO

A week ago, two tiling -contractors put tiles on my floor. They

law •school studies. Ordinarily, to be a practicing lawyer in

All my friends say that i have extraordinary powers of in-
