Itis unfortunate that rnost private bills -never reach the serious stage•of debate. But this one should. At pre knt,, all land in .this province now used for farming or that which Could' be- farmed is designated in official, plans only as•agricultural land, a weak. and virtually. use- less designation: If urban uses come -before .planning boards, the zoning bylaw; is. quickly amended and the "agri- cultural'• designation is changed. Time and time again. some of the finest agricultural land in the world becomes forever buried under tans -of asphalt. cement. .shoppir g• plazas. ticky-tacky houses and utility lines.• And yes. I'mwell aware -that Ontario farmers• are still capable cif producing a surplus in almost every coinmodity grown in the -province. I'm cognizant of the fact that, right now. Dntario..duesn't really need all the land presently used for agriculture. But this is only 1976.. Who can say we will not'need.it in 10 y,;'ears or 20years? Farmland. if•left or preserved ter farm•idig, is a renewable resource. But when it is buried under tons of cement. 'it-• isnon-renewable. 11 should be treated as re- newable resource and not raped for the almighty developer's diillat • • • \lr. Mc•Cague's idea is to have all municipalities in this province rezone or rewrite their land use, bylaws and desig- nate the land.as ('lass 1, 2. 3 and 4. The whole idea makes a lot of'sense. • Any developer. any municipality needing land. would have to prove het .and any reasonable doubt -that Class 1 or 2 agricugfural land would be need-ed•under the dev'eloper.'s hammer. Not ottly,is it .timely but, • his .suggestion to implement. the idea is sound. It wouldn't costan arm and a leg. Let's hope the moguls at Queen's•Park will pay attention to -the bill and mit let it die on the order paper.
