PUC candidates talk about needs

When you mention "brown
outs" it should be noted that
the P.U.C.'s have little
control over them. The
Ontario Hydro supplies the
electricity to the com
munities and the local
P.U.C.s,distribute this Power
within those communities.
In Goderich we have • a
substation that w,as increased
in size a wjlile ago, this will
more than meet the demands
of a new industry •or many
industries,

I believe my background as
an electrician, my ,
willingness ' 'to serve and
eagerness to run for this
position.' are my, attributes to
the•P.U.C..
Do you, as a candidate, feel
you' have the time necessary
to attend all meetings of the
Public Utilities Commission
and to .be in attendance
during the whole of those.
meetings?
I will attend all meetings to
the best of my ability and
attendthem fully. This is
expected of one whenelected
whether it be the P.U.C. or on
the Council.
Does the local Public
Utilities Commission have
the expertise necessary to
provide the installation of
servicing to modern business
and industry? -
The local P.U.C. does have •
the expertise, one only has to
look back and see how they
have kept pace with the
growth of Goderich.
The P.U.C. has not only
built sub7stations in town but
also they maintain then. This
maintenance on stations., is
normally done by Ontario
Hydro.
Are Public Utility Com-
missions necessary or could
the affairs. of public utilities
be conducted, as well, and
-
with. better communication,
by a standing committee • of
Town Council? '
On looking at some towns
that have taken over the
P.U.C. with a committee,—it
can be noted that some of
them are having. problems..
These P.U.C.'s are lacking
proper equipment, etc. •due
mainly to a budget restraint
by the council committee.
Therefore at this time I.
would think that our Com-
mission should be a separate
body from the council.
What motivates you to seek.
election, to ithe Goderich

The chance to serve for the
people. of Goderich and
become- involved with the
future of the town.
Last year we were told that
with heavy demand over the
Christmas period Goderich
might fact `brown outs'. Can
the Goderich Public Utilities
Commission supply the power

What special abilities

In an attempt to answer
this question. fully I have
broken the answer into two
parts; 'training arid ex-'
perience.'. •

While a.professional staff is
hired to be responsible for the
technical . aspects and • im-
plementation of the .P.U.C.
operation, the members of
the Commission should be
able to understandthe-basis
of the technical matters to be
able to make rational
decisions. As a' graduate of
the • University' of Western
Ontario with a degree. in
science (Chemistry) along
with a' post -degree year -of
'study at the University of
Waterloo in Mathematics and
Physics, I feel' I have an
adequate • technical
background to understand the
problems associated with the
p. c.
If the P.U.C. •becomes
responsible. for all .services,
including the . sewage
treatment' _plant and
the
water pumping station, 'my
background - would be most
valuable. -
In addition to the technical.
aspects of the P.U.C. there is
the planning, decision-
making, and administration
aspect of the Commission.; I
have' also completed a
Master's - degree in
Administration at the
University of Toronto and
again,. feel that this would be
a valuable .asset, in'terms of,
training, for the task to be
performed.
In summary, then, I feel I
have had excellent training in
both technical and ad-
ministrative aspects, useful
to therole of a Public Utilities
Commissioner.
Whale .training may . be
commendable, experience in
planning, decision-making,

Ten years ago I moved to
Goderich to teach at-G.D.C.I.
Board
six years I was head of
the science department,
responsible for planning the
new. science facility which
was included in the 15'st ad-
dition to the school as well as -
the planning of all science
programs. For the past.four
years I'have been a secon-
dary`school vice-principal, in
Huron County (at Seaforth
and Exeter)' coi'►►tinuing
to reside in.Goderich.
During thiS`1Q year period, I
have served on many com-
mittees and groups in the
Goderich area. I have been a
President. ,.of. -the • `Goderich
Lions Club,'Chairman of the
Congregational Board andel. a
trustee at'North St. Church,
`chairman of the Oxfam-,.
10es-for=Millions Walk for
three years: and, most
recently,- Chairman for this
region, of the Cerebral Palsy
Telethon, over channel eight.
Going further- afield, for the
past five years I have been
chairman of a provincial
body responsible for
assessing the qualifications of
alllsecondary school teachers
in the province.
From the preceding, I
believe it can be seen that I
have had considerable ex-
perience in dealing with
groups of people, in planning,
in decision-making and • in
participating.
Putting the two aspects
together, the training and the
experience, I feel I have
considerable to offer to the
citizens. of Goderich by
serving on the P.U... .
Do you, as a Candidate, feel
you ,Dave the time necessary
to attend all meetings of the
Public Utilities Commission
and to be in attendance
during the whole of those
meetings?
Yes. My current time
commitments are of a nature
such that they can be ad-
justed, if required; to enable
me to be present at Al'
meetings. My past record in
other• areas where there is a
commitment,(eg. the . Lions..
Club, where I have had
perfect attendance for the
past nine years). would
support this statement.

Asfar,as I have been able to
ascertain, the P.U.C. does
• have the necessary expertise
for the type of work indicated.
However, as is true, in all
major undertakings, the
P.U.C. not work in
isolation but, rather, can
• draw upon the knowledge of
other professionals as+ well
i.e. Ontario Hydro;
past the.P.U.C. has com-
municated with Town
Council, the Industrial
Commission, the Planning
and other involved
parties to ensure that the
capabilities exist or are
contemplated prior to any
agreements being worked
guaranteeing delivery oI
power to a specific ,site. If
such has not been the case.
then it is time that such
discussions begin to occur.
This should be a major
function of the P.U.C. in this
community.

Commission as currently
constituted is directly
responsible to the taxpayers
and residents , of Goderich.
Since the business of the
P.U.C. is so unlike the other
activities ,of town council in
that the P.U.C. is not sup-
ported by a' tax base but
rather must operate as a
business, selling a service, it
•should remain as a separate
entity where its function is to
plan and provide the
necessary services through
an efficient operation.

I would assume that in the

'This question is relatively
easy to answer whenthere
are; or have been, • major
areas of conflict or
disagreement presented to,
the -public by the body con-
cerned. Since this has. hot
been the' case with the P.U.C.
the question becomes more
difficult and the' answer more
philosophical.
During the 10' years I have
lived in Goderich there has
•been very little interest
exhibited. in the. P.U.C. with
the result that most, if not all;
positions have been filled by
acclamation.
The ratepayers have not
therefore had the opportunity
. to make a choice. -This year
there is a choice. This is..part
of the motivation to seek.
election.. • .
As a person who made an
. active decision to move to
Goderich, and who has twice
in the past four years made
the choice to remain in
Goderich,'. • I a:m.- concerned
that Goderich remain a
community in which I wish to
•reside and raise' my family.
By contributing in any way
possible to the quality of life
in.. Goderich; I believe. I. can
fulfil this desire:
The final reason lis based
upon the idea that since the
founding of Goderich, citizens
have been willing to stand for
elected office to performthe
necessary planning- .. and
organizing functions in the
community. Goderich would
not be, the pleasant com-
munity it is today if this -Were
not so.
The easy way out is to let
someone else do the .job and
then to complain if things do
