The mailbag is full again.
Funny:• For two or three months, the mail trickles'in„one
or two letters a week: then, suddenly.. all kinds of letters
arrive.
From Madoc: "It seems :to me that too many .farmers
are production -oriented and work from daylight to dusk
to produce leaving someo'ne,else to market their products. .
As 1 see it, there is not enough contact between the farmer
and Ontario Federation of Agriculture executive and this
has been the case since 1940. The recent cutback on milk
production has made many farmers sore on all farm or -
F; ganizations, Beef men are critical of the Ontario Cattle-
t- rrien s --Association "and- I think -they -are jvstil'ied-arrd-I geT—
told off. •
• "But the very people doing the most complaining never
turn up at a meeting and many who come to a meeting
l ti never•stand up and say a word.” .
Another from Madoc: "My husband and . I are dairy
farmers and my husband has ar•ob off the farm. We are both
city born and bought the farm five years ago and went into.
dairying three years ago when • the government was en-.
couraging people into dairying.
"We caught on well to this farming business and the ..
government allowed him to expand his operation a year ,
• ago. like so many others did and then the bottom fell out
of dairying. —
"My husband was planning to quit his off -the -farm .job'
last spring but now -:must stay on in order to make ends:
meet here. .
"This has been and still. is - a real experience. Be-
ing: from the city, we never knew the work, -,involved in
farming, especially when you are tied down to milk cows.
We are both in our thirties and t think like so many others,
we just took farmers for'granted. I really don't think any-
one from the city realizes the work and worly to farming.
"Even though our children are • very young, we would.
never encourage them to farm foi• a living because. even
if things do pick up again, you just never know when our'
government will cut hack farm (production I again: Farm-
ers must be .encouraged somehow to continue working
the land and planting crops or this country is.going to have

time to put their thoughts on paper.
Finally, another., interesting epistle from,of all places,
Burlington, certainlynot a.farming area these days.
I:11 try to condense the letter a little.
The writers live in an apartment. They found a newspaper
that was supposed to have been put in the incinerator but
that city gadget wasn't working and they read a recent
column on the troubles of travelling in Quebec.

"We tried our feeble French but you could•feel a..hostili-
ty which you couldfi't believe. (Oh yes, I would. ) '
"We,returned to -Quebec City with the sarrie results. We
tried orlr best to communicate but it was impossible.. .
A. friend of ours opened a business in•Montreal buildings
boats. The priest visited him and asked what he was pay •
ing hisparishioners fo .bor. Itwas thee -same rate he
had been paying in. Ont ro. The priest answered bysaying•
that his people were not in the habit of receiving such
enormous wages and Might get ideas,• but if our friend
had money to _spend..he would be glad to look after it for
the church." ••
No comment on the last paragraph. . .
But I got into a great argument with a friend of mine who
maintains• that if Quebec separates from Canada, the rest
of Canada will be swallowed up economically by the Ex-
cited States so fast that it will' make all white -Anglo-Saxon-
Protestants' noses bleed."
Quebec, he maintains. can go it alone because it is rich
in natural resources but the °rest of Canada is economical; ..
ly and geographically too close to the U.S.A. to exist.
"It is Quebec that holds Canada together." he said.
":This' country is unique because of Quebec. Without
Quebec,, we'll just be a branch plantof the States."

modifications to the Ontario
Home Renewal • • Program'
(OHRP) ' that 'extend
homeowner eligibi,tity,
provide. for .deferment of
repayment in cases of undue
hardship, and eliminate the
"Piggy -back" or integration
provision of OHRP with the
federal Residential •
Rehabilitation Assistance
Program (RRAPj, •
The modifications also
enable . the survivor ofa
deceased owner ,who has
participated_ in the program
to continue repayment of.`the
loan instead of requiring
immediate payment in full.
According to_Rhodes, the.
most important. change is the
extension of homeowner
eligibility which enables
municipalities to provide
loans to homeowners who -
have purchased dwellings '
under' the Veterans' Land
Act.
The changes also mean that
those who have purchased a •
house on leased land can
participate. This will have .
particular impact in northern
Ontario where .• many
homeowners lease . crown
land on a long-term basis.
Eligibility is also extended
to include those• individuals
who have been willed a''`Iife
est'a"t'e . m a'liome. -'"-
Under the revised
regulations, the Housing
Minister is empowered to
defer or forgive all, or part of
any .OHRP loan provided it
can ' be demonstrated that
continued repayment con-
stitutes undue hardship to an
owner. • •
.In addition, the revised
regulations give a
municipality the option of
taking a promissory note for
any loan in lieu of a lien
against the property. The
same provision applies to the
minister and...is .applicable in
the unorganized regions of
Ontario where -the province
administers the program
directly.
The elimination of the
"piggy -back" or-integratf'on'
provision with RRAP results
from the federal decision to
increase the maximum loans
and forgiveable portions of its
program.
Previously, OHRP . loans
were not to exceed $7,500 less
any federal funding. Now that
the federal loan- maximum
has been raised from $5,000 to
$10,000, the need for this type
of integration has been
eliminated. • .
Nevertheless, OHRP will
continue to provide loans at
interest rates that are geared
to family income and range
froth no interest for ,adjusted.
