finally, as in the case of the.
board of education, the people
get downright felt up and they
no longer care what the board
does.. Whether the board's
decisions are good or bad
from then on, the people have
the worst possible impression
of the whole education scene:
County council is in a
somewhat similar mess, The
county committee sessions
are held in private and riot
even their minutes are made
public. Oh, there are nice,
printable, fit -for -the -public
reports tabled at every
session. There may even be
some discussion and oc-
casionally a good old
fashioned debate on the
reports, And. strangely
ZHough, the county does put
n a good show once in a while
"when there is a definite split
on an issue.
But in general, county
sessions are rather lack
lustre - and any time this
statement is made,coun-
cillors are ,quick to point out,
that the 'committee sessions
are much more exciting:
Whether they, are , or not tll,e
public may never know.

the board -prepared back up
material. In fact, the board
might actually prefer that!
The same -could be true of a
county council meeting - if the
reports were available in
advande of the session. But to
be honest, the county
members do makea real '
-effort to discuss those aspects
of the reports which they feel
maybe controversial, arid in
that .respectthey get part
marks for complete open-
ness. 5

now that through: the years,. -
Goderich Town Council has
developed into a very open
group.,Seldom does council or
its committees meet without
public notice and., only oc-
casionally are the press and.
the public excluded from
their sessions. In most cases
when this happens, there,,,
just'cause.' • -
This is not to give the irn- '
pression that town. council
does not "skirt" the press in
some issues. This column
only recently pointed out that..
too ' often, discussion on the
street corner or ;over the
telephone of 'in` a restaurant
--actually does replace --
meetings, in a sense. And a
week or so after that column
appeared, Reeve Stan -Profit
concurred with it, admitting --
there are times when after a
chance meeting on the street
with a fellow councillor and
an_.- impromptu discussion
abouta certain issue, he gets
to the council meeting to find
what they have talked about
is already "an accomplished'
fact."
However, the newspaper
understands how this hap-
pens and • while it does not
condone such 'action and
constantly warns against it,
this writer does commend
local towncouncil for its•
Openness and frankness in'by
far` the' majority of the
matters of public concern,

Dear Editor:
It is with, considerable
chagrin that our •four year old
has been rejected for Kin-
dergarten by Huron County
Board of Education because
this child isn't 5 by December
31, 1976.

taxpayers have every right to
question their decision re this

do a Denver Development

This test has been done by
the Public Health Nurses in
our County for some time on
the pre -kindergarten child to
determine school readiness.
Another resource area is the.
personnel working in the Day
Care Centres. These people
are well qualified -to- deter-
mine a child's readiness for
school. Many parents are
aware of their child's abilities
and this opinion should lze a
consideration as well.

Concluding from a' number
of recent -comments one gets
the impression that there is
..still some misunderstanding
about the arena' roof
replacement.
Definitely no local tax
money is going into the
project; There is not. only a
by-law to this effect, but any
attempted financial in-
volvement by the municipal
corporation would make the
project •.. ineligible for the
'enriched Wintario ,grant
which pays two thirds of the.
amount after -a community
centres • grant- :has been
deducted.
Certainly it can be said that
the community centres grant .
comes out of the provincial
coffers, therefore it i tax-
payers' m nery. Ho ever,
/that inone i out f our
pocket in any case. If we do
not use it, we do not get a
"refund". If we do not use it -
in .Goderich, the money will
-go elsewhere. ..
It is quite clear that
the balance (after -the two
grants) amounting to $121,841
- must be raised publicly and
will be raised publicly. About
$77,000. . has been already
raised, thanks to the efforts of
tl'le fund . raising committee
consisting of private citizens.
Still another 144,841 must be..
collected from somewhere.
The mattercame to the
Council table only as a point
of. formality because , the.
arena is a Town owned

the point, but it is easy to see
how :-they ,may have helped '
create an impression of,some
financial involi,ement on the
part of the Council.
The point is, that if the-
community at large. (through
the fund raising committee)
is willing and able t� collect
the money fora much needed
and'. positive project - why
would anyone. . even entertain
the thought of'opposing it?
No, the arena will not be
used .by all of us. Not many
facilities benefit all of us all
the time, yet 'a relatively
major, community effort
deserves all the help and
support, all the "together-
ness" it can get.
