New Goderich flag to be dedicated
Following its weekly session .last
'Thursday the Jubilee Three Committee
announced plans to dedicate the new
Goderich flag in a special ceremony in
the Court House Park. •
The flag dedication will be held at 1:00
p.rn. on Wednesday December 1 and.the
/'committee said it hoped as many
Goderichresidents as possible would
turn out for the event. Arrangements are
being made fo ha' .e the Goderich and
District Collegiate insfitute bated en
hand and an elementary school choir. •,
The Committee also announced that
Goderich , residents would soon be
receiving copies of invitations to the
special 'Come Home Week' events which
it is hoped. would be enclosed with
Christmas cards.
, Yolunteers from the local Boy Scouts
Will be distributing 75 copies of the in-
vitation to. each householder. The in-
vitation has. been printed: to a size that
will fit inside most card. •env,elopes.

Goderich has been granted permission
to, use a special call signal designating
this community's Triple Jubilee. The
letter will $

all, officers of, the Goderich
Police Department.• in-
vestigated• two minor
collisions ....and 'four major
accidents.
On November 3 a 'twb car
Collision 'on Victoria Street
resulted in $250 damage to: a
vehicle driven by Mable
Reynard of 65 Algonquin
Drive (R.R. No. 4) Goderich
and $400 damage to a second
car driven' by Mieke. Vinken
of '188. Shore Crescent in.
Goderich. ,

re-entering Victoria Street
from a service station when it
was struck by the other car..
There were no injuries:
A total of $400 damage was
caused the same day when a
parked car` owned 'by Philip
Jeffrey of 118 Britannia Road
was struck by .a vehicle
driven by Wayne Fuller of 240
Hinks Street in Goderich. The
mishap occurred on Gibbons
Street.
A hit and run on November
4 resulted in $400 damage to a
car driven by 'Hazel Masse of
35. Trafalgar Street in
Goderich. The second car left.
the scene of the accident and
has not yet been located. The
accident occurred at the
corner of South Street and
Elgin Avenue.

Goderich was taken to
hospital with minor injuries
on November 6 after the car
she was driving was struck' -
from behind when it stopped
at a stop sign before 1 aving
the Zehr's parking lot; Driver
of the second .•vehicle was

police laid one charge under

rabies booster says Eisler
In... making his monthly report to
Goderich Town Council, Bylaw Officer
Dick Eisler warned citizens there will be
no free rabies clinics in -Goderich this
year. According to the Department of
Agriculture officials in Seaforth, sparse
budgets and few rabies cases in Huron
have ruled out clinics until 1977.
However, Huron ' County Health of-
ficials based in Goderich, say that while
rabies vaccine should be good for two
years, in the case of small animals,
booster shots ' should be administered
every year.
"People are advised,to take their pets
to the veterinary for their shots," said
Mr. Eisler. "It will cost some money but
it is the best way."
. Eisler also told council he was im-
pressed With legislation in some towns
and cities whereby pet 'owners must
show prodf .of . rabies shots before
licences are issued for dogs'.
Iii- other business in October, Eisler
issued 114 parking ticlrets, gave 12
parking warnings and laid 10 charges.
Eleven complaint's involving animals
were investigated...
The bylaw officer worked 160daytime
hours; 35 evening hours;. and travelled
1,608 miles.

Flu vaccine now ready
Medical Officer .of Health for Huron,.
Dr. Frank Mills, saidon_Tttesday that all
county residents wishing; to be vac
cinated against swine• flu, should contact.
their family .doctor to make
arrangements for the shot.
The first shipment of vaccine, a
combined dose against both swine flu
and common A Victoria flu, arrived .in
Huron this week. This is the vaccine
developed for those 65 years • of age and
over and for the chrdnically'ill
Vaccine for those between the ages of
20 and 64, swine flu only, is expected
daily. In all 30,000 doses are now
available, 3,000. units of the. combined °
vaccine and 27,000, of the simple swine
flu vaccine.
According to Dr. Mills the vaccine is
now stored in each of the Health Unit
° offices throughout the county and is
available to family , doctors free : of
charge.
Dr, Mills said there will be no program
of mass vaccinations, at least for the
. moment.
When asked his own'recommendation,
in light of the considerable debate which
has surrounded , the vaccination
program, Dr: Mills • said that residents
should contact their family doctor and if
they jointly decide to proceed,.to do so.
The Medical Officer of Health also
noted that he hoped another year the
whole program might , get underway
much earlier than has been the case in
1976.
He said 'some persons might be
waitingto see if there is an outbreak of
swine flu here befor'd' being inoculated,
but he noted they should remember that
the vaccine will also prevent standard
flu. .
Dr: Mills said it should take about six
weeksto give the shots to those who want
them..

My landlady ordered aluminum storm windows•for the'
-house we live in. •
This was a year ago, and the windows were ordered
from a well ,known firm: The finishing touches.iptlud.ed"a
curved piece of glass to be installed with brie of the win-
dows._The glass was ordered and a man was sent out to
install it, and the landlady paid for the job.
The.problem is that now, a year later,..the glass has not
yet been.put in. The landlady called many times in the first
• few manths, and received many excuses. I myself have
gone in to seethe boss of this firm about six times in the•
last few months, and I have also received many excuses.
The window is not yet 'putin: winter is coming again,
done I would like the window soon.
Could "IMPACT"please help me .get this job done. It
would be greatly appreciated ... thank you:

At a'friend's house, one night recently, we got.on to the
subject of a. Citizen's Arrest. It became a very interesting
subject for debate and so.l,was just wondering what your
views on this subject was. • - • •
• I have read your column since it started and noted your
comments on a • lot of various things, but so far nothing.
about this topic, perhaps you'll think I'm wacky, but I real-
ly would like'a reply, please.
it is possible for 'anyone to arrest another person.but this can
•be done. only in- very limited circumstances. Always. remember
that you. are in danger of antagonizing the person being
arrested 6 he could be dangerous. •
CITIZEN'S ARREST is possible'only iii when you find a person
actually committing an indictable offence fie. he is caught red-
handed); or (ii) when you find a person in the process of being,
pursued by the law leg. immediately after a robbery). You must
deliver. the person you arrest to a police officer as •quickly as.
possible. •
Always be sure you.a.re arresting the right person • because if
'your actions are opviously grovn.dless, he might sue yoe-fo-r false
imprisonment.' -
On the whole, citizen's,arrest is NOT •recommended. Arrest is
really,apoliceman's fine of work.

Your question w'as a valid one .arid we've had it: before
although We'have never ,published our explanation, which is as.,
follows:
The main difference in°running o complaint column in a large
city as opposed to a small town is that, in the fatter, a resident is
usually well known, so consequently the• biggest. majority of
readers who write into a small town paper, do so only when
their privacy is assured. Most- people do not wont their
neighbours to know what their particular problem is.
As far as rot publishing the` names' of local firms, we can only
say that in our experience we have found that when we ap-
proach the •firm mentioned, they are . usually very keen• on
righting the wrong if they are solely to blame.
We are not Out to crucify anyone, but we do not protect a'n
out of town firm to the same•extent as a loco/ business.
