Association executive members met with some members of council and Torortto development office Harry Billington to iters out problems' in The Square • beautification scheme: Albert Shore. indicated some of the problems facing the groups in initiating the project before Billingron 'int'roduced the group to the business im- provement legislation in the Municipal Act.. Billingtonexplained that the objectives of the program were related to the im- provement, beautification and maintenance • of municipally owned lands, buildings and structures in a def ned area and the promotion of that area as a shopping or business district. To. establish the area the businessmen's association must take the initiative and. advise council of its plan to designate an area_ for business improvement. Council its further obligated to notify every personeusing the land for business •pur poses and those. , who `• may have ,any. objections to the scheme have two months to submit those objections. ' If one-third of the people notified object to :> the designation then the project. cannot be undertaken and a further application may not be entertained for two years. The application may also be .void if the total of the. business portion of the realty assessment of the objectors exceeds the sum ofthe total value of the business portion of the realty assessment of the balance of the area. Council approval would result in a by-law which would outline the boundaries of t business improvement ea ea • and .would enable co cil to •appoint a • bo d of management. The board o management is a corporate body which must consist of three and not more than seven members,• one of which . must be -a mber of council. • Each Board member would hold office for one year. • The board's responsibility then lies in the preparation of a budget for a current year to be submitted to council for approval,'. When the budget has been approved, the board would make .requests for work to the given area under the budget guidelines: Billington pointed out that under the assessment scheme, the board . could • establish its own budget and work with council on a beautification scheme for their improvement area with each' group backing its share • of the cost on a yearly basis until the project is complete andonly maintenance costs. remain. ` e business im- ovement area schemecan't fail if you have good_ par - Billington said. The town has already spent $50,000 on land in the Square area but it would require rezoning to conform to use.
