vestigate the possibility of
establishing The Square area.
as a business iniprovernent
area with full provisions as
outlined in the Municipal Act.

members met with some
members of council and

Shore. indicated some of the
problems facing the groups in
initiating the project before
Billingron 'int'roduced the
group to the business im-
provement legislation in the
Municipal Act..
Billingtonexplained that
the objectives of the program
were related to the im-
provement, beautification
and maintenance • of
municipally owned lands,
buildings and structures in a
def ned area and the
promotion of that area as a
shopping or business district.
To. establish the area the
businessmen's association
must take the initiative and.
advise council of its plan to
designate an area_ for
business improvement.

the land for business •pur
poses and those. , who `• may
have ,any. objections to the
scheme have two months to
submit those objections. ' If
one-third of the people
notified object to :> the
designation then the project.

further application may not
be entertained for two years.

assessment of the objectors

more than seven members,•

Board member would hold
office for one year.
• The board's responsibility
then lies in the preparation of
a budget for a current year to
be submitted to council for
approval,'. When the budget
has been approved, the board
would make .requests for
work to the given area under
the budget guidelines:

scheme, the board . could
• establish its own budget and
work with council on a
beautification scheme for
their improvement area with
each' group backing its share
• of the cost on a yearly basis
until the project is complete

Billington urged the
businessmen's association to
support such a project, if
entered; with full par-
ticipation and awareness in
other community affairs. He
suggested • • that the
businessmen scrutinize the
council agenda and attend the
meetings if any . business
affects them in any way.
THE PROCEDURE
To institute the business
improvement area the
association of businessmen
must senda letter to council
requestint that a certain area
be defined. as a ' business
improvement area. The town
clerk would then be obliged tO.,
send registered letters to all
businessmen in the area who
would have two months to air
their objcctions.. . • •

The association also
requested that thetown
purchase or ,.lease land for
offstreet parking in the
defined area to be paved and
maintained by the town. The

would have required the
approval of the "association.
Payment for' the purchase
of the lots would also be
raised through a levy on all
`commercial residents on a
percentage sufficient to raise.

$50,000 on land in the Square
area but it would require
