By Const. G: Lonsbary & Const. P. Mason* -
Hello, we'd like to int?oduce a new article to the public.
This article we hope will be interesting and informative
tp you, the reader: >
For our title, Some people think the word "COP" is a
slang towards police. It isnot. It stands for Constable on•
,.Patrol, • -- O
The first topic that we would like to bring to your at_.
tention is an amendment to the Highway Traffic Act of
Ontario. This new amendment requires motoriststo stop .
for school crossing guards assisting• childrenacross a
'street. The new legislation, effective September 1, 1976,
defines a school crossing guard as a "persbn 16 years of
age or older employed by a municipalityto. direct the
movement of children across a highway".
To stop traffic, a school crossing guard roust display a „
special..school crossing stop sign, prescribed by •the
-
Ministry of Transportation ,and Communications. No
other person, other than a crossing guard, can use this
sign, The stop signs are to be used only on roads with
speed limits of 40 M.P.H. or less.
- • Motorists failing to stop for the sign are liable to a, fine
of.not less than $20 and not more than $100.
• + + +
Motorists are reminded that the "No Stopping" -signs
erected in front of the Public Schools are for the
children's safety. Motorists, parked here make it difficult
for, the children to see oncoming traffic and they could be
hit.
We would'much rather see your children get wet bad
days, -than to have them endangered by vehicles parked
in these No Stopping Zones.
• The Highway Traffic Act. defines the word "Stop .or
Stopping", when prohibited, •means .the halting of. a
vehicle, even momentarily, whether occupied or not;.
except •whennecessary to avoid conflict with other traffic
or in compliance with the directions of a constable or
other police officer or of a traffic Control sign or signal.
++
•Motorists mustalso be reminded that now thatschool
is back in for another term, we'the drivers have to be
extra careful in the, early *mornings, .at noon hours, and
- after school is. out: . • . •
Especially when the -weather is bad, the children will
be running and dashing be—ween parked cars, across
streets in order to get a ride or:,to get in somewhere
before they get wet or cold.
It is for this reason that we are askirigyou the motorist,
to slow down and be alert during these peek times! •
++.+ . •
• If .anyone has any Police 'related topics about which
you would like to see an article, then pleasewrite to the
Goderich Police Force, 65 West Street, Goderich,- at-
tention Constables. George Lonsbary and Peter Mason
stating yourtopic(s).
Hope you have enjoyed this article.

Integration
.program .for retar
Jane Netzke is getting a
little impatient but has
alprnost controlled her 'en-
thusiasm and'-realizesthat
things take time to develop
• and.her challenge will come.
Jane was recently hired by
-the Goderich Recreation
Board through •a grant, from
the- Ministry, of Community
and „Social Services to help.
integrate mildly retarded
children and adults into
ongoing • • community
' • recreation: programs. .
But establishing the
program is a slow process
and Jane is using her time to
become acgiraiinted: with the
community and .involve
herself in the.retarded, their
programs in town. and their
needs.
Jane, a Teeswater. -native,
is a graduate ' of- the
Recreation Leadership
Course at Conestoga-Coll-ege.
Following her graduation in
May she accepted a position
with the Lake Huron Zone
• Recreation Association and
acted as co-ordinator for
Sportsfest. Sportsfest, which
offered tournam mts in low
and medium skills, involved
participants from Grey,
Bruce, Huron, Wellington,
and Perth counties:
• During her two . year
program at Conestoga, Jane
worked as a volunteer at the
Kinsmen .Centre Workshop
for the retarded in Kitchener
and she also worked with the
. disabled at the YMCA:
The program . which was'
initially instituted in._..metro
areas, is funded by the.
Ministry of Community. and
Social Services for one year.
and 'if the. project proves
successful. it is funded for an
additional year.. ' But the.
funding ends there and if the
program is tobe continued
thecosts are picked up bythe
municipality.
The Goderich .. Police
Department investigated four.
accidents during the past'`
week only ' one of which
resulted in a major damage
estimate. -
Peter Hamilton, 3'$4 -Met-
calfe St., Strathroy was taken
to Alexandra Marine and
General Hospital by cruiser
following a two car collision
at the corner of Elgin Avenue
and Waterloo Street, Oct. 16.
The Hamilton vehicle came .:
into collision with a vehicle
driven by Everet McIlwain,
RR 2 Goderich._.Damage. to
the Hamilton vehicle was
estimated 'at$4,000-and $1,000
to the McIlwain vehicle. • -1
During the past week the
Goderich police laid 22
chargesunder the Highway
Traffic Act, two under the
,Liquor Licence Act, five
under the- Criminal Code of
Canada and one under the

The first font— months- of
Jane's employment .will be,
utilized_ in setting up the.
program to begin in January.
Both -children and parents.
will ' be, interviewed to
determine interest and Jane
hopes to organize a social
evening with the parents, to
meet them in a relaed at-
mosphere.; and • explain the
details of the program.
The pro^rnm is .designed
for both children and adults
apd her initial' contact, are
based on the recom-
mendations of teachers'. She
will begin her own evaluation ..
and ..hopes to balance the
group with both children and
adults. She must meet with
both the parents and children
or adults to determine their
interests and involve them in
a . suitable . community
r crreation program:
Due to time limitations the
initial, group participating in
recreation programs may be
as small as five in number.
The number• participating -
and the eventual success of
the program will depend -On
the ,volunteer work involved
and Jane reiterated the fact
that implementing a
volunteer program was
critical.
Through volunteers more
retarded persons may be
includedin the program and
learn • /social and practical
skills as well as acquiring a
friend. Volunteers may help
the integration' process '.and.
- also encourage the retarded
person in their participation
in such programs . as swim-
ming, bowling, clay dlesigns,
and , other :. recreation
programs.
• She'hopes to.get a volunteer
program initiated from the
beginning which would in-
. crease the involvement in the
program and: ensure , its
continuation. The volunteers
'will betrained and . interests.
retarded person -and both will
attend the recreation
program. -
• .Jane added . that- once . a
person has been 1ntrodilced to
a community program for.
four months the ultimate goal
is to prepare that person to
continue using such ongoing
facilities on their -own.
However, if that 'goal is not
achieved then the sertrites of
volunteers -become critical
and the volunteer program is
in effect the longest ongoing
operation of the new project..
Jane will also contact
program instructors and
inform them • of the' par-
ticipation of a retarded
person long before so that
people will be aware of the
. fact beforehand. She an-
ticipates no difficulties in
preparing the community for
this integration and indicated
that many people have
already worked with them in
various activities; •
It will take time to deter-

the 'program can be suc-

first year of the program the
