Since independence in 1957 , much of the development has remained concentrated along the 350 mile coastline and around the capital of 750,000, Accra. Under . terms -of the colin- try's• most recent fivej•year' development program, and with assistance from the World' Development Bank, Ghana' has -underta'ken a program of road im- provement and expansion of, major transportation routes which the High Com- missioner explains will bring the agricultural produce of the interior, primarily cocoa, to the processing plants and ports of the coast. It will also provide 'a -means of better 'distribution for manufac- tured goods-throughout'the interior. . .. Mr. Abankwa explained that primary roads are, to be repaired and brought up to standard through the project, and secondary supply roads constructed. In the past, he seta, .the Ghana Department of High- waeys has been making use of road graders manufactured in Great Britain and the 'United States. Lastmonth's shipment of 65 Champion graders represents the • hilt' such Canadian equipment in his country. The High Commissioner explained that his visit to.tbe Goderich D.R.M.Co . plant was a. fact finding mission. 'Mr. Abankwa only arrived in Canada to take up the post of High Commissioner seven weeks ago. . This is his first posting as a High Commissioner, but he has many years of experience in his country's diplomatic service, having served previously in the United States, Ethiopia, and India. • Town loo The Town,of Goderich may take steps to become.involved in the Neighborhood Improvement Program, a plan sponsored .by the -provincial and federal governments aimed R at assisting ` municipalities .to' 'upgrade ' designated areas within their boundaries. . Town •council: unofficially agreed to take steps to, find oat the pros and cons of the program . and to organize their priorities to: be financed under the scheme aiming at a 1977 application for t.,„„ assistance. The program basically• involves financial • assistance from both '•levels ., of senior. governments • to upgrade* - roads, sewers, street lighting, housing, commercial, social and recreationalfacilities within an area designated by the' municipality. The assistance ranges from_ half the cos't's for the projects to three quarters of the costs, depending on the criteria. Soft services such as ,. recreational facilities receive. more assistance from. CMHC which' •.,contributes half the costs while the province picks up a quarter and the town the remainder. Clothing' increased 5.8 per cent. and transportation' in- creased 10.1 per cent. In the same period, -food at home decreased 2 per cent and total upgrade areas that are predominantly residential and 'according to , Mr. Emmerson,,, the federal assistance will, only be provided if more than 1,500 people live in the designated area. The minimum is established on a per capita basis based on'a grant of $100 per person meaning that CMHC. will only get involved with projects . in .which their share will be $150,000 or more. Emmerson said that in order. for Goderich to be considered for funding next year the council must send a letter of intent to the ministry of housing.
