the D.R.M.Co. plant and staff
played host on Friday to the
Ghana High . Commissioner,
Alex N. Abankwa, counsellor
for the Ottawa. High Com-
mission, ' Kajo. Buckle and
Mrs. Buckle. -
Ghana covers 92,100 square
miles with an interior of thick.
forest, cocoa plantations,
roiling hills and a savanna
plateau. Since independence
in 1957 , much of the
development has remained
concentrated along the 350
mile coastline and around the
capital of 750,000, Accra.
Under . terms -of the colin-
try's• most recent fivej•year'
development program, and
with assistance from the
World' Development Bank,
Ghana' has -underta'ken a
program of road im-
provement and expansion of,
major transportation routes
which the High Com-
missioner explains will bring
the agricultural produce of
the interior, primarily cocoa,
to the processing plants and
ports of the coast. It will also
provide 'a -means of better
'distribution for manufac-
tured goods-throughout'the
interior. . ..
Mr. Abankwa explained
that primary roads are, to be
repaired and brought up to
standard through the project,
and secondary supply roads
constructed.
In the past, he seta, .the
Ghana Department of High-
waeys has been making use of
road graders manufactured
in Great Britain and the
'United States. Lastmonth's
shipment of 65 Champion
graders represents the • hilt'
such Canadian equipment in
his country.
The High Commissioner
explained that his visit to.tbe
Goderich D.R.M.Co . plant
was a. fact finding mission.
'Mr. Abankwa only arrived in
Canada to take up the post of
High Commissioner seven
weeks ago. .
This is his first posting as a
High Commissioner, but he
has many years of experience
in his country's diplomatic
service, having served
previously in the United
States, Ethiopia, and India.

Improvement Program, a

-provincial and federal
governments aimed R at
assisting ` municipalities .to'
'upgrade ' designated areas
within their boundaries. .
Town •council: unofficially
agreed to take steps to, find
oat the pros and cons of the
program . and to organize
their priorities to: be financed
under the scheme aiming at a
1977 application for
t.,„„ assistance.

The program basically•
involves financial • assistance
from both '•levels ., of senior.
governments • to upgrade* -
roads, sewers, street lighting,
housing, commercial, social
and recreationalfacilities
within an area designated by
the' municipality. The
assistance ranges from_ half
the cos't's for the projects to
three quarters of the costs,
depending on the criteria.

program for the town
representatives and pointed.
out some of the.: potential
pitfalls .from the town's
standpoint -He explained that
in some cases towns get over-
involved, in the government
programs and overstep their
limits finding that they don't.

whatever method of raising

more assistance from. CMHC
which' •.,contributes half the
costs while the province picks
up a quarter and the town the
remainder.
The program is designed to'

"Not enough . attention is
being paid to the role which
food prices ,is playing in
keeping down. the Celst of
living", ' said Gordon: Hill, .,
President of the Ontario.
Federation of Agriculture.
Mr. Hill explained: "Food
prices have decreased while
the prices of all other major
consumer items have in- '
creased. From .September
•1975 to September 1976,
housing (including ,utilities;
furniture, appliances, etc.)
increased 11.2 ' per ' c'en't.
Clothing' increased 5.8 per
cent. and transportation' in-
creased 10.1 per cent. In the
same period, -food at home
decreased 2 per cent and total
upgrade areas that are
predominantly residential
and 'according to , Mr.
Emmerson,,, the federal
assistance will, only be
provided if more than 1,500
people live in the designated
area. The minimum is
established on a per capita
basis based on'a grant of $100
per person meaning that
CMHC. will only get involved
with projects . in .which their
share will be $150,000 or
more. ' •
NIP is aimed at improving
housing, stock in
municipalities to ensure
quality housing and to reduce
the need, for newo units- By
keepingolder areas of town in
good shape and by main-
taining their values : the
houses can be kept in
use.,
The town's priorities are
taken into consideration when
the. 'province is allocating
funds • . for • NIP. Mr:

figures show clearly that food
prices "have . riot been in-
creasing at an alarming rate

increasing at all. Marketing
boards are not villains and

order. for Goderich to be
considered for funding next
year the council must send a
letter of intent to the ministry
of housing. He explained that
the letter in no way binds the
new cduncil.. after : the
December:. elections, ex-
plainirlg that, the new council
would merely make ap-
plication for funding, which

My elderly aunt who is a widow and lives alone decided
on account of not being toe steady on her feet to -have a
downstairs bathroom installed in her home,
' She called in a plumber from the Yellow Pages, and
received a price to cornplete the job. She gave them a'•
deposit and they 'told her it would be about two weeks •
before they could start because they were.very busy, but if
was closer to four weeks before they finally appeared.
They worked for three days, then suddenly didn ,'tshow
again, and her placenowlooks like abatt.Ie zone.
She has tried phoning. them 'repeatedly at all hours,. but
her messages are received by a recorder and so far have all
been ignored.
Can "IMPACT" see if they' can get some action for her as "
she's almost a neryotfs wreck over this whole mess. 'tft+
We received a -fast •reply to our call, threatening them with a
possible legal, suit.
According. to the- "boss man", (a Mr,.' Pengally) he was
hospitalized rathersuddenly and his business commitments suf-
fered as a result Healso fold Ls that he was`originolly awaiting,
a particular filling which also helped to delay the work.
• However since then he has been.faithfully on the job, and our
readers' aunt,is very pleased with progress to date, and hopeful •
-
ly by now the new bathroom is installed to everyones sahsfac;
_ tion.

ed them a cheque and was expecting delivery for Fathers .'
• Day. Believe it -or not, but that is the last we- have hedrd'

you have run into complaints about them before. .
'Yes! the name of Jay Norris (Canada) Corp, in Montreal is no
'stranger to "IMPACT"; and their letter to us concerning you, ex-
pressed surprise that your enquiries had gone unanswered;
because -according to.them, .they had mailed ,.'-'thousands of
'Tetters" to customers, advising them that there might be a ' slight
' delay" as they were in the process of moving to new quarters.
. The letter assures us that. they are almost caught up now, and .
'Nat you should expect. delivery of your order within the "next
week or two.'
We'would suggest that you wait a month, and if you still have
not received your spray -gun, (or a full refund)pleaiie contact us `
again.

which has her very worried: I think she is worrying

When the government tells them they can leave homy
at 16, I -don't think she^should be responsible, 'am 1 right?•
You are quite correct in assuming that your friend is worrying
needlessly, regarding this matter, because she would NOT be
responsible for her daughter if she should fall sink, or if her
common-law.husband becomes unemployed, ,
, if'either ofthose unfortunate events were to take place, then
the onus would beon your friends' daughters common-law hus-
band, to apply and qualify for financial assistance, for himself,
common-law wife and children, (if any.),
