New legislation gives tenant Housing Minister John Rhodes has extended Ontario's ,program to con- serve and improve existing housing stock by expanding the Ontario Home Renewal Program (OHRP) to include rental accommodation and thereby help upgrade rental units occupied predominately by lowand moderate income families. "The • success of the Ontario Home Renewal Program which has been inoperation for: the .past .two.�years clearly demonstrates -that there are many older dwellings which can be renewed to provide affordable, "adequate 'ac- cotnmodation for families of low and moderate incornes,". Mr. Rhodes said. "It is now our intention to extend this approach beyond the home owner and• include tenants as, well," the Housing Minister added. The program will . be ad- • ministered by local municipalities and will only. beavailable to those municipalities that operate an " approved maintenance and occupancy standards by- law and haveparticipated in the Ontario Home Renewal Program. "An integral part of this program is the requirement. for a participating landlord to enter into.'a rental agreement by which rents will be set according to a pre- determined formula," Mr. Rhodes said. Ontario program has three goals: + the upgrading of units in existing buildings• whose height does not exceed four storeys; • + the conversionof existing commercial premises to create new•"rental units; + the'conversion,,if ,single famiily horhes to create new rental units; • No funds will be available for buildings usedas a „lodging or rooming house. Landlords will be able to obtain loans not to exceed $10,000 per dwelling unit. The loan can include a forgiveable portion which not to exceed'. $3,750. The size of the forgiveable portion is related directly to the cost of the rehabilitation. „ For loans of up to $5,000, the maximum forgiveable portion is '$2;500. The in- creases in increments of $250 for each additional $1;000in the size of the loan -tp' the $10,000 loan maximum: r`. ' • Interest rates on all loans will -be fixed at eight -percent per annum, . and the repayable portion of the loan will be amortized over. a 20 year period. "These low interest rates and the extended repayment pert$d, together with• the rental .agreem nt. already built into the program, will prevent unreasonable rent increases" Mr Rhodes said.
