The following is one of the most often asked questions
of Canada Pension Plan.
Q. My wife died last month
and was contributing to the
Canada Pension Plan since it
started. I have three
dependent children under the'
age of 18''living with me.
However; I work and earn
over $10,000.00 per year.
Would I . be 'eligible for any
benefit under the Plan?
A. ''es. You may qualify for
the monthly spouse's pension,
upon application, as well as
the Lump Sum Death Benefit.
You .will also be entitled' to
receive a monthly' benefit on
behalf of your three depen-
dent children. The ;tact that
you are •workingand con-
tributing to the' Plan has no
bearing on your eligibility to
Survivor's Benefits.

New legislation gives
tenant
Housing Minister John
Rhodes has extended
Ontario's ,program to con-
serve and improve existing
housing stock by expanding
the Ontario Home Renewal
Program (OHRP) to include
rental accommodation and
thereby help upgrade rental
units occupied predominately
by lowand moderate income
families.
"The • success of the Ontario
Home Renewal Program
which has been inoperation
for: the .past .two.�years clearly
demonstrates -that there are
many older dwellings which
can be renewed to provide
affordable, "adequate 'ac-
cotnmodation for families of
low and moderate incornes,".
Mr. Rhodes said.
"It is now our intention to
extend this approach beyond
the home owner and• include
tenants as, well," the Housing
Minister added.
The program will . be ad- •
ministered by local
municipalities and will only.
beavailable to those
municipalities that operate
an " approved maintenance
and occupancy standards by-
law and haveparticipated in
the Ontario Home Renewal
Program.
"An integral part of this
program is the requirement.
for a participating landlord to
enter into.'a rental agreement
by which rents will be set
according to a pre-
determined formula," Mr.
Rhodes said.

require that it must be
demonstrated that the
building of a landlordwho
wishes to loin the program is
occupied predominately by
families with low or moderate

The. Ontario program has
three goals:
+ the upgrading of units in
existing buildings• whose
height does not exceed four
storeys;
• + the conversionof
existing commercial
premises to create new•"rental
units;
+ the'conversion,,if ,single
famiily horhes to create new
rental units; •
No funds will be available
for buildings usedas a
„lodging or rooming house.
Landlords will be able to
obtain loans not to exceed
$10,000 per dwelling unit. The
loan can include a forgiveable
portion which not to exceed'.
$3,750.
The size of the forgiveable
portion is related directly to
the cost of the rehabilitation.
„ For loans of up to $5,000, the
maximum forgiveable
portion is '$2;500. The in-
creases in increments of $250
for each additional $1;000in
the size of the loan -tp' the
$10,000 loan maximum: r`. '
• Interest rates on all loans
will -be fixed at eight -percent
per annum, . and the
repayable portion of the loan
will be amortized over. a 20
year period.
"These low interest rates
and the extended repayment
pert$d, together with• the
rental .agreem nt. already
built into the program, will
prevent unreasonable rent
increases" Mr Rhodes said.

aimed at the repair of faulty

cans are causing today.
On October 1, 1976 a new. Iaw went .
into effect: It says that within six months, retail
vendors wilt be,required to stock and display in °
refillable bottles any size, 'flavour and brand of soft
drink they offer in non -refillable bottles,

choice. It also requires that retailers selling soft drinks,in
refillable bottleamnustnow accept and -refund cash
deposit*, of at least 10¢ on small sizes and 200 on large

I'm writing you, any way to give voieee to my feeliublings. • , .':
The subject -was, copper bracelets, and you published'
the name and address of a Vancouver firm which makes
them. Since altjewellers carry these bracelets today I can.,
only come to the conclusion that you must be getting some
kind of "kick -back" from this firm, otherwise why would
yourecommend a firm that doesn't even have a locgtion in
this province, and to top it all, the prices you quoted seem
very high to me;
• I await your answer.
The main reason you see your letter and my answer in print'is
..because there -may be some other readers who took thesame in-
terpretation as you did.
• Let me very e•mphotically slate that I receive NO "kickback"
from ANY firm! You are. also quite ;wrong in ossuming that ALL
jewellers carry a line of copper bracelets. A great many do, -but
ce*fainly not all.
The reason t mentioned the Vancouver firm'is because' th Y
were recommended- to me as beingo reliable 'firm
SPECIALIZING in the rnpnufacture of this!ype of bracelet.
As far as prices. go, ! Cannot. be.a judge, ! merely quoted their
selling price and that's,all 1 can do!'
