Action Committee plans to
evaluate a Central Mortgage
and. Housing Corporation'
scheme that may drastically
improve the area of Goderich
bounded by Victoria Street,
Cambria Road and the
Maitland River;

William Swales, a CMHC
manager, outlined the NIP
plan for the housing action
committee, arousing interest
amongst the `members who.,
.
felt that. the east. section of;
Goderich, known as Plan 7,
may be the typeof problem
the N.IP plan was designed
for.
"The sewers in the area are
shot or non-existent, there
seems tobe a blend of in-
dustry and housing and there
are a lot of homes in the area
worth saving," said Deb
Shewfelt.
Building inspector Roy
Breckenridge agreed adding
that.the sewage system in the
area coupled sanitary and
storm' drainage in the same
• line°and that those lines were
aged and in some cases made
of wood. He said the -amount
of sanitary.drainage actually
meant ' that .there was, no
storm sewer whatsoever and -
that the town would soon face
remedial action with •or
without.NIP,
"We should investigate the
scope of the plan to see 4f we
can afford. our 25 percent,"
warned the mayor.
The portion the town must
provide is outlined in the NIP

loans for improvement; of

The improvement of
sewage systems, street
lighting, roads and sidewalks
and other municipally
provided services are eligible,
for up to 75 percent assistance
by, the federal government
according to Mr: ISwales. He
'said the CMHC contributes to
the improvement of
municipal services and to the
acquisition and clearance of
land where existing,use is not
consistent with . the general

Mr. Swales suggested. to the
housing action committee
that they expedite their
evaluation of the plan. He
• said' that the CMHC: is
preparing its 1977 budget and `
if Goderich would like tobe
considered for the corning
year they should examine
their •feasibility and apply for
assistance before the end of
this year. He also explained
other CMHC plans that are
aimed' at : assisting
municipalities and in-
dividuals with regard to
housing.

CMHC plan designed to
provide funds for the im-
provement and repair- of
substandard dwellings.
Funds are made available
to homeowners, landlords,
non=profit organizations and
areas participating in the
NIP scheme. It is an'',
assistance program q$in the
form of a loan ' to repair
structural and. thermal
deficiencies, improveelec-
trical and plumbing stan-
dards and' upgrade heating
systems. It;also allows for the
con'version of existing
properties into housing,
The loans can,be for up to
$10,000 per dwelling and in no
case can exceed the actual
costs of repairs. Some of the
loans- may be forgivable
depending bn the annual
income of the homeowner.
Borrowers with adjusted
family income's 6f up to $6,000
are eligible for the maximum
forgiveness of $3,750 and as
the income increases so does
the forgivable portion
decrease. Homeowners- with
annual adjusted incomes of
$11,000 or more are not
eligible for a forgivable sum.
Landlords ,who are willing
to agree to rent controls are
eligible for up to $10,000 in
Loans per dwelling unit under
RRHAP. .The appropriate
rent levels will be ad-
ministered by the CMHC. The
RRHAP plan is conditional to
the municipality „establishing
a. minimum occupancy and
standards bylaw . to assure
that the home does not fall
back into a state of disrepair.
Mr. Swales delved into`•two
other plans sponsored by
CMHC that are set up to
assist municipalities offset
the costs of their growth.
Municipal Incentive Grants
and . the' Municipal
Infrastructure Program
provide municipalities with
funds to provide service to
new housing areas within
their ;limits.. Under the in-
centive plan the federal
government provides $1,000
for •.each. unit . 'of eligible
housing constructed. T' The.
housing must be. modest and
.medium density to be eligible
and must be built between
November 1, 1975 and
December 31, 1978.

it is not getting into housing
too deep for its own good.. .
He said that by committing
itself to a number of
programs a municipality
may be —burdening itself:

portions of each plan and that
