Housing Corporation' scheme that may drastically improve the area of Goderich bounded by Victoria Street, Cambria Road and the Maitland River; I cn p-ro v e m•en t P r o g.r.am (NIP), :inlay mean federal assistance for Goderich in rehabilitatingthe area providing . municipal and utility services, renovation of housing, providing .loans for improvement of .commercial enterprise and the establish- ment of improved social aild recreational facilities:. William Swales, a CMHC manager, outlined the NIP plan for the housing action committee, arousing interest amongst the `members who., . felt that. the east. section of; Goderich, known as Plan 7, may be the typeof problem the N.IP plan was designed for. "The sewers in the area are shot or non-existent, there seems tobe a blend of in- dustry and housing and there are a lot of homes in the area worth saving," said Deb Shewfelt. Building inspector Roy Breckenridge agreed adding that.the sewage system in the area coupled sanitary and storm' drainage in the same • line°and that those lines were aged and in some cases made of wood. He said the -amount of sanitary.drainage actually meant ' that .there was, no storm sewer whatsoever and - that the town would soon face remedial action with •or without.NIP, "We should investigate the scope of the plan to see 4f we can afford. our 25 percent," warned the mayor. The portion the town must provide is outlined in the NIP require'tnent explained by Mr. Swales. He. said that the. federal government will loan municipalities .ul3 to half: the costs of selection of neigh- borhoods and development of iinprovementi, plans and the nvesfigbtes housin acquisition and clearance of residential properties beyond repair and inconsistent -with neighborhood land uses and. reuses. They . will also fund the acquisition of lands for social and recreational facilities and their construction, the development of occupancy and building maintenance standards' to apply 'in the neighborhood, administration of the prografn and in placing loans for improvement; of -commercial pf emis-es in the area. The improvement of sewage systems, street lighting, roads and sidewalks and other municipally provided services are eligible, for up to 75 percent assistance by, the federal government according to Mr: ISwales. He 'said the CMHC contributes to the improvement of municipal services and to the acquisition and clearance of land where existing, use is not consistent with . the general character of then'eigh- borohood and the planned Port Elgin is' largest reuseis other than social . housing or social. -or recreational facilities- ° own in Bruce County In addition to paying the. • Port Elgin has become the percent and Ripley, 571, 27 largest town in Bruce County, percent. taking over from the county Kincardine Township town, Walkerton, whish has 'showed' the greatest growth of been largest for. nearly ,a rural . municipalities, its -century. population up 1,324 to 3,240.
