Planning Id. wants to clean up
The Goderich Planning
Board "Want to clean up some
unfinished : business in the
eastern extreme of :the town,
and is taking steps now to
properly zone several parcel's.
of land in the area.
A proposal made by the
Huron County Planning
department in March of 1976
to zone land along Huron
Jo
.• and 'on.; .the eastern
boundary of the townjust
south of the main access
route fell• by the wayside and
planning board want to pick it
up again.
The proposal concerned'"
five parcels of land two of
which are on Huron 'Road
between Maple and Oxford
Streets. One piece is between
Maple and Walnut Streets on
the north side of Huron .Road
and. the other is .between
Walnut and Oxford on the
south `side of Huron.Road.
The suggestions for both
parcels was t ,,a4Aesignate.
them as highway corm-erc•ia1
and. zone them develop-
mental.
A third parcel of land. has
been "embroiled in con-
troversy" according to Huron
County planner Roman Dzus
who said that a lot of
engineering problems have to
be overcome on the proPerty
before a recommendation for
rezoning can be made.' -
The land has been named.
as the site for an apartment
complex proposed by Huron
Management Inc. The firm
presented their case to the
planning board and .applied
for re -zoning and the board
asked that clearer
specifications on the project
• be obtained concerning water

'Committee Chairman Bill
Cliffordexplained that' the
Town Engineer had been
asked to -prepare a total cost
assessment for • drainage,:
sewers and roads in -the
Indiistria'1_ Park and
southern area of the town.
"This °must be considered
• as a whole;" Mr. Clifford
explained. "There is a'
drainage problem all the way
down to the. south boundary of
the municipality:I don't think
it' would• be fair to assess the
cost , against this' one in-
'dutry " a ;::
• The costs, he said, to do the
complete job• would be too
much to handle on a year to -
supply; fire protection;
drainage, storm and sanitary
sewers- and that'. the in-
formation be accompanied by
an engineer's report. .
Since .then • Huron
Management has not made
,any contact with the planning.
-board ; and Mr. .Dzus,
suggested that the board
write them a letter asking
them • to state their intentions.
The planneradded that
some legal controversy has
held up proposals due .to the
location °ofthe Goderich
Abbatoir. The" Public Health
'Act requires a 600 foot buffer--
zone
uffet-zone to be maintainW1 around
the abbatoir and planning
board is checking with their
legal advisor to see if that
buffer zone means a con-
fiscation of some develop
mental. rights on surrounding
property which may' make it
a case for compensationto
owners, .._
The area, Mr. Ozus said, is
"in limbo".
The fourth area of concern
is the land between the
proposed extension of Sun-
coast Drive and the woodlot
that borders Industrial Park.
The land has been recom-
mended for a combination of
industrial use and park .area
and may house the proposed
Borg-Warner'plant. . The fifth area is oite that is
"most controversial of all" -
according to the planner who
said that the:land is forcing a
competition between
residential , and industrial -
usage. He said the future of
the land is not all clear but
added that it may be very
year basis, "so we may have
to go the debenture route."
He explained thatsuch a
question "must be examined'
closely" and indicated that
when the engineer had
completed his '.work the
finance committee would
bring in a report.
Mr: Clifford did reveal
preliiminary'. inquiries had
been made to the Ontario
Municipal Board . about the
possibility- 'of. a : debenture_..
issue. :
