County .Council and the". 20: Municipalities it represents. �,„ At a recent meeting of Goderich 'ToWn Council,a letter was received from the county advising of a meeting ta,tette place in .Clinton Town Hall Thursday, August 19 at .8 p.m. Representatives from . Clinton, Tuckersmith, Seafor#.h, McKillop, Hullett,..Goderic.h Township, the Town of G:oderich,:u"Colborne, Stanley'==dant Bayfield'were "requested" to attend, Two moresimilar meetings for. the remaining municipalities' were set for • Exeter on August'12and W.ingham on August 26. . 'The proposal to •be••d iscussed at those meetings is as follows: "That Huron County Council develop an incentive grant system to aid those- areas of the county thafwish to engage - in developing an area recreation system, and that an annual grant of up to .$1,000 on a matching dollar • per dollar basis, be made on behalf of each municipality. that contributes to and participates in the development and continued operation of an area recreation system composed of a Minimum of three municipalities." The, letter also pointed out that ac- ceptance of the proposalwould mean that .county council will be, "limiting- ' itself to' a •maximum annual com- mitment of $26,QQ0 provided each of the 26 municipalities agrees to" co-operate in the 'development of the area sy em,."- The onus is -clearly ori -the - municipalities, the .letter insisted, to. take •the initiative'. and ,they must also be prepared to invest at,least an equal amount ofmoney to the '.`area pot" in • order to acquire this new county grant. Just why the county, chooses' to bell ve.that the public ofd Huron County is too immature or too unrealistic or too:something to handle such weighty decision-making unknown. Con- versely, .one wonders why the county consistently proyes it believes 'that only elected or: appointed persons are qualified to have opinions or witness the haggling .which goes into reaching ..:cheilions. . If the' agenda of those meetings in. Clinton' Fxeter and-Wingha.m „con- listed of only that matter outlinedin the letter to Goderich Town- Council, there was no need ,iiyhatsoever to me behind closed doors. The proposal wa clear-cut, the meeting objective was to hear comment which would assist in decision-making, an the outcome involved tax dollars. Thepublic had a perfect right to attend those sessions and :in denying the public admittance, Huron County Council left°itself wide • open to criticism and suspicion. Over and over again Huron County Council members have voted against • restructuring, stubborn' in their belief:• • that everyone is - perfectly satisfied, with the. way .things : are presently • handled. The. annual rodeo is" scheduled again this. year for, Labor Day . Weekend. But there will be one difference. This year, all of 'the service clubs in Exeter are _working together. -and have agreed to donate all their profits from parking, the show., the dance, the food. booths - • everything -.to the arena construction fund. TheExeterarena, of course,was condemned_Ias't winter.'"by the Ontario government. - ' • In the village of'. Blyth,residents there are building a $368,000` arena. To date, $90,000 has been raised in pledges and through the sale of scrap material from the. old condemned arena, 'and committee personnel are convinced the goal of $168,000 tobe raised locally will be reached when a door -to -'door canvass is completed soon, Here in Goderich, the money raising is at a standstill. "Many.citizens stili haven't --been ' canvassed. Groups and individuals have indicated plans for activities to earn dollars for the arena fund, but far few have materialized. Persons directly involved .with the arena"roofing project are confused•and disheartened. Those who.have written cheques -or pledged money ' are '-becoming . disgruntled., and cynical. Attitude toward the,project is bad; and getting .worse. Why? .: The town of Goderich has a reputation throughout Huron County of being just' this "way unproductive when a• community effort is called for Even' certain segments • of ' the population right here in The -Prettiest Town 'in Canada, bitterly bemoan the utter lackof commonity'.spirit•in'this municipality. Why? • ' • ' At this moment; •`G.oder.ich • needs a Champion for the Cause a man'or a woman who will fire up the local clubs and individuals,; .get them moving, motivate people• and . keep the ball rolling. More than anything else, Goderich needs .a spar'kplug•to .kindle some enthusiasm right now. Just one fireball could put the show on the 'road.:•. and a roof on the arena. But the Review also warns that Anti - Inflation Board polic1►es•could upset the apple cart since its wage and price control program. is "dangerously close to backfiring". • • The Review adds that AIB regulations have caused so much uncertainty in the: business community.- that "vital --. in- vestment plans are•being held in abeyance and the recovery in capital spending, so necessary to the con- tinuation of business expansion and the reduction of inflation".. is in jeopardy".
