'.Mr. Speaker, .I'd like to take part in this -"budget' debate. I listened with very mixed feelings ,to the Treasurer 'of the 'province (Mr. McKeough)• present the 1976 budget.' I realize it'was a very difficult budget to put together because ot'the' very real need for restraints in spending. If ,we„ are to turn our . 'economa oun'd and prevent a ' rete ion from turning into a dep ession we. must beat inflati n. To do this, we must have restraints in _spending at all levels of government. I greatly appreciate that priorities have been reor- dered for 1976-77, the tighter government controls on expenditures that have been introduced, the Ontario cost cutting measures that have • been .recommended, the substantial reduction 'in the civil service and" the sub- stantial cutback of the capital`. spending o'f 15ntario Hydro. All this I'can support at this time., I could even agree that.. the Ontario drinker and smoker should pay morefor their pleasures, batt I have a:, ' very difficult timeto agree with the substantial increase. in the ORIFI premiums. "Our party realized that. something had to be done to control health costs.. However, I cannot agree that this is•the best way to.do it, that is, byincreasing the premiums. Even with the increase, the •p'r.emiums collected will still pay for less than one-third of the health care delivered • in this province. There must be a better way and a: fairer way to' do this. 'It 'will be • suggested, that we introduce a deterrent fee to eliminate ° misuse of health. For, healthy families that would be Alt fine. But for families that ' need health care On a weekly or a more -frequent basis this.. mould not be fair.
