The 22nd annual meeting.of
Victorian Order of Nurses
(Ontario) was held.ln Toronto
On• Tuesday, April 6, 1976. It
was attended': by 100 board
anestaff meinbers: from 29
branches in Qntari.e including `
the hurse in -charge and two. ,
' board. members .from the
VON Perth -Huron Branch.
Mrs.` H. J: Hugh of Wood-
stock, President, anticipates
-.that. the VON, as:.a member of
the health tearer' in the
communlity, . will • have an
expanded, tble to fulfil in the
future. Greater' emphasis is
being placed .on the provision
of •health care in • the -conn- .,
munity.._ and away from the•
institutional setting.
In 197.5, just under 450
nurses employed by the. VON
• branches made a ---total of
903,448 visits , to 56,476
patients, which represents an
increasein patients and visits
over last year. About 78.
percent of all visits were paid
on a purchase of service basis
by government sources. ,
These include . the Home
Care Programs which are
funded 100. percent by the
Ministry. of Health, and the
Homemakers 'and Nurses
Services Act administered by
`municipalities and cost
shared •by the Ontario',
Ministry of Eoinmunity'°and
Social Services. • The latter
program .is affected .by the 5.5
per.cent•. ceiling on ex-
• penditures for -social -ser -vices:,"
<• by the Ministry.
Because the;- legislation is
permissive, a numberof
municipalities in • Ontario
have placed further
restrictions which limit the
• payment of visiting nursing
service required by.. the,
elderly, .disabled and others
to maintain them in their own
home and who have a proven
• financial need: • ;
. Voluntary funds;. are less,
• available to ; provide an'
alternative source -of funding
