But Germans Must Pay Cost of

PARIS, March 10. -Foreign Min-
ister Stephen Pichon, conferring with
newspaper men Sunday, confirmed
the report that the Supreme Econo-
mic Council is determined to supply
Germany with everything she re-
quires, but Germany must first get
to work to repay the cost of her re-
victualment, and hand over her mer-
cantile fleet.
"German disorganization is against
our interests as much as her own,
and also on the ground of humanity
we cannot see her starve, but it is
not a question of bargaining. Ger-
many must execute the terms of the
armistice, and when she has done
this, the system of revictualing will
come into operation at once."
As to the method of payment by
Germany for the supplies, he said:
"They are satisfactory to those
who sell and will make the whole
operation safe, and 1 hope speedy."
Replying to a question respecting
the important topic of the proposed
union between German -Austria and
Germany, M. Pichon said:
"It is a question for the Peace
Conference to decide and not Ger-
many or Austria." This is the first
time that this has been so stated.
Minister Pichon enumerated the
commissions which have finished
their work, namely, Belgium, Poland,
Czecho-Slovak, responsibilities, Rou-
mania and Greece, six in all, and he
said that the remainder wbuld have
their reports ready by the end of the
week, explaining that a distinction is
drawn between the commissions ap-
pointed before and after Feb. 15, the
latter naturally not being so well for-
ward with •their work.
