HOME RULE DEFINED.
Sir Horace Plunkett Opposes an Irish
Republic.
CHICAGO, Marcia 3. — Ireland
would always be dependent on Great
Britain for prosperity, and Dominion
home rule would be preferable to
independence, Sir HoracePlunkett,
who was chairman of the Irish Con-
vention, said, on Saturday, before the
Irish Fellowship Club.
"We may live to see the end of
wars, and see the world in such a
state that no armament is needed,"
he said.
"We expect that just as we do the
millenium. But until the time comes
when that little problem of the
League of Nations is settled at Paris,
and not only settled, but has been
tested, no country can deal with
problems affecting itself without due
regard to its strategic position.
"The question is, shall Ireland
establish great military defences,
rule itself, or shall it depend to a
great extent upon other countries for
support? An. Irish Republic at the
present time is not practicable."
The speaker said 90 per cent. of
Ireland's trade was with England.
Sir Horace Plunkett reached the
United States some weeks ago to
study public opinion on the Irish
question. He came, he said, as "a
listener."
Martial Law In Madrid.
MADRID, March e. —Martial law
has bean declared in Madrid and
troops are patrollingthe streets.
Order has been restored but some
theatres have been closed.
This action was the result of riot-
ing against profiteers; Saturday, pro-
vision and butcher shops being at-
tacked by mobs.
Dr. J. M. Harper Passes.
QUEBEC, March 3. — Dr. J. M.
Harper, B.A., Ph.D., the well-known
Canadian educationist and author,
died here at 9.30 o'clock Friday
night as a result of having been
struck by a street car on Grande
Alles about eight o'clock. Dr. Harper
was born jp,",Scotland in 1845.

At Clinton ort Tuesday the 25th, the
Presbytery of Huron met and the fol-
lowing were in attendance. Mr, Tel-
ford, Moderator, Messrs. McLean, Foote
Johnston, Ross, Carswell, Hogg, Mac-
farlane, McIntosh, Hamilton and Drs.
Larkin and Aitkin, ministers and Mes-
srs. Gladman, Dodds, Ratcliffe, Lind-
say, Young, Fraser, Mitchell and Aik-
enhead, Elders.
Applications were made for congre-
gations in the Presbytery requiring aid
and Eider's commissions were , re-
ceived,
The annual reports of the different
Standing Committees of Presbytery
were received and considered. Mr.
Macfarlane reported on Home Missions
Dr- Aitken for Sabbath Schools and the
Young Peoples' Societies, Mr. Gladman
for the Forward Movement, Mr. Hogg
on Systematic Beneficence, the Clerk
on Statistics.
In connection with one item in the
last report a recommendation was sub-
mitted and agreed to that the use of
the pulpit for any kind of an appeal
should be guarded against by the proper
surveillance by the Session.
The following were, appointed Com-
missioners to the next General Assem-
bly to be held in June next in Hamil-
ton: Dr. Larkin, Mr. Abery and Dr.
Fletcher, and Elders from McKiliop,
Clinton and Hallett. --
