FRENCH CABINET RESIGNS. President Poincare Asks Bitot to Be- come Premier. PARIS, March- 19. -The French Cabinet, headed; by Premier Briand, has resigned. An• official note given out after the Cabinet meeting says: "The Council of Ministers met to- night (Saturday) at the Elysee Pal- ace. The Premier reported on var tous consultations he had hadwith a view to completing the kabinet so it could 'present -itself , to the Cham- ber. After hearing him the Cabinet decided that circumstances compell- ed it to leave to the President of the, Republic complete liberty to .inter- pret the situation in the best inter- ests of national defence. Consequent- ly the President of the Council put tato the hands of the President of the Republic the resignation of the Cabinet." President Poincare conferred with the President of the Senate, Antonin Dubost, and the President of the Chamber of Deputies, Paul Des- chanel, in regard to the situation created by the resignation of the Briand Cabinet. The President then received M. Briand for further consultation. When M. Briand had left Presi- dent Poincare asked 1,1, Deschanel to consider whether he could not under- take the responsibility of forming a Cabinet, on the principle, of a na- tional union. M. Deschanel, however, replied that he considered it his duty toremainat his post as President of the Chamber of Deputies, to which he had been called by the representa- tives of the nation. M. Poincare then requested Ni. ilibot, Minister of Finance, member of the War Council in the Briand Cabinet, to fora` a Ministry. M.
