"This is a positive development for FCC as a corporation and for those of its clients who are experiencing financial difficulty," said Mr. Hewitt. The extension of the funding of the Commodity -based Loan Program (CBL) will permit those who had loans with the Corporation prior to February 27, 1986, to refinance their loans at the lower interest rates offered with CBL's. The program, which was to have expired on March 31, 1988, will now continue until March 31, 1991. This funding will allow the Corporation to lend up to $150 million per year under the program over the next three years. With a CBL, the principal outstanding on a loan is indexed annually to the prices of up to two of the major commodities produced by the borrower. That means that the loan payment will vary in response to the change in commodity prices. "The aiThouncement also earmarked $330 million to allow FCC to participate fully in arrangements reached through Farm Debt Review Boards during the last quarter of this fiscal year and the three following years," explained the new chairman. "I am pleased that we will be able to continue to fully co-operate in the debt review process." This will en - 'sure that the Corporation will have suffi- cient cash flow to meet its lending program for 1987-88. Arrangements to provide addi- tional financing will be based on FCC's business plan which is currently being prepared. "I see this announcement as a strong com- mitment on the part of the federal govern- ment to Farm Credit Corporation and Cana- dian agriculture, and I am pleased to take on the challenge of guiding FCC back to a position of strength," concluded Mr. Hewitt. Grams program to pay soybean growers one cent per bushel The $1.1 -billion 1987 Special Canadian Grains Program for Canadian oilseed and grain growers announced by Prime Minister Brian Mulroney on December 15, will pay Canadian soybean growers one cent per bushel for their 1987 crop. The average Ontario soybean grower will receive a pay- ment of 36 cents per acre. "The program was supposed to be equitable for all grain and oilseed producers and not influence the farmer's planting deci- sions," said Owen Dobbyn, Chairman of the Ontario Soya -Bean Growers' Marketing Board. "In fact, last spring Agriculture Minister John Wise told farmers not to base their planting decisions on government pro- grams but on the returns they could expect from the marketplace. This one cent per bushel payment for soybeans is telling soy- bean growers they made the wrong planting decision - they should have planted the crops which received a higher subsidy rate." During the 1987 spring planting season market price prospects for soybeans, though below average production costs, were better than most other field crop alter- natives. However, under present forecasts for market prices, stabilization payments and the recent $1.1 billion payment; the average net return for soybeans will be less than other alternatives. "Next spring farmers won't know which crops to plant," said Mr. Dobbyn, "should they look at market prices or plant the crops receiving the greatest subsidies?" "The Ontario Soya -Bean Growers' Marketing Board feels terrible criticizing a program that is providing over one billion dollars to Canadian farmers," Chairman Dobbyn stressed, "but the inequity in distributing the payment is just too extreme to ignore." Soybean growers are being encouraged to attend their district annual meetings which will be held duringthe month of January. Local federal members of parliament will be invited to attend the district annual meetings to answer concerns that growers may have regarding the Special Canadian Grains Program. Agriculture Canada has also established a toll free line for producers with questions regarding the program at 1-800-267.6343. Two new plays at Stratford Two plays by William Shakespeare, a new version of a classic Greek tragedy and a witty comedy by Richard Brinsley Sheridan will be presented in 1988 by the Stratford Festival's Young Company. Robin Phillips, Director of the Young Com- pany, announced the 1988 Young Company playbill . During the Festival's Opening Week (May 30 -June 4), the Young Company will present William Shakespeare's "Twelfth Night" plus a double bill of Sophocles' "Oedipus" (in a new adaptation by John Murrell) and "The Critic" by Richard Brinsley Sheridan, author of the Festival's 1987 hit production of "The School For Scandal".
