Hydro Board of Directors
announces 4.7 per cent increase
Ontario Hydro's Board of Directors has
approved an average rate increase of 4.7
per cent, effective January 1, 1988, Chair-
man Tom Campbell announce&
The • actual increase is slightly lower
than the preliminary figure proposed by
Ontario,.Hydro in April, before the Ontario
Energy Board (OEB) hearings into the in-
crease, he said.
With this increase, an average residen-
tial electrical bill for 1000 kilowatt-hours
will rise about $2.50 a month.
"The increase is below the current and
forecast rates ofinflation and keeps us
close to our target -of no real rate increase
for the 1980s," Campbell said.
The rate increase is. needed to, cover the
increased costs of operating and maintain-
ing existing facilities and the cost of bring-
ing new generation and transmission
facilities into service to meet Ontario's
growing need for electricity. It also pro-
vides for first year costs of the payment to
Petrosar Limited to resolve an oil contract
dispute.
Hydro's rate increase is higher than the
rate increase recommended by the OEB.
However, the utility accepted a numberof
the OEB's forecasts, among them, those
for a stronger Canadian dollar, higher
primary and secondary sales, and greater
hydro -electric production.
"Hydro is not in a position to accept all
the recommendations made by the OEB,"
'Campbell said. "For example, expen-
ditures such as salaries already negotiated
under collective agreement cannot be cut
arbitrarily, and other reductions recom-
mended by the OEB could lead to a less
reliable electrical system."
Campbell said a direct comparison of
the new rate with the OEB's recommenda-
tions is difficult because the Board has
suggested some basic changes to rate -
setting policy. 'Hydro will reply to the
OEB's policy recommendations in a for-
mal response to the Minister of Energy
later this fall.
Hydro rates will increase by an average
4.7 . per cent for municipal utility
customers, 5.2 per cent for direct in-
dustrial customers and 4.4 per cent for
rural customers. Rate increases to in-
dividual customers will vary according to
local costs.
Caplan says ministry has
approved 52 AIDS programs
Fifty-two new programs have been ap-
proved by the ministry to provide AIDS in-
formation, education and support across the
province, Health Minister Elinor Caplan
announced.
At a workshop for health professionals
and educators, sponsored by the Ontario
Public Education Panel on AIDS (OPEPA)
with the Ministries of Health and Education,
the minister said that local health units and
community grdups will operate the new pro-
. grams, and will proceed to establish them in
their communities immediately.
"Many people still lack a basic understan-
ding of AIDS, or refuse to accept its
realities," Ms. Caplan said. "It is therefore
necessary to expand our groundwork of in-
formation, education and compassionate
care. Until an effective vaccine is
developed, this information will be of even
greater importance in fighting AIDS."
With funding of $5.5 million, health units
will operate 37 programs. The new pro-
grams will provide basic AIDS education in
implementing the mandatory AIDS school
curriculum, and carry out contact tracing of
people infected with the HIV virus.
Sixteen community groups throughout
Ontario will receive $1.6 million for
-counselling, education and support pro-
grams in cities with the highest incidence of
AIDS. Among the organizations being fund-
ed are commuriiity-based AIDS committees
in Hamilton, Xingston, London, Ottawa,
Thunder Bay, Toronto and Windsor, all of
which have an active volunteer component
and broad local representation.

grant of $8,800.
The Canadian Hearing Society will
develop a program in sign language to pro-
vide AIDS information to the hearing im-
paired; the Canadian Herriophilla Society,
Ontario Chapter, will develop preventive
strategies to hemophiliacs and their
families; St. Stephen's Community House in
Toronto will run forums for immigrants and
members of multi -cultural communities;
Barrett House in Toronto will provide
counselling and support to people with AIDS
who do not have a home; and Street
Outreach Services, run by Anglican Houses,
will direct support to youth and others in-
volved in street prostitution in Toronto.
In Ottawa, Queenswood United Church
will receive funding to organize events in-
forming teen and parent groups about the
nature and transmission of AIDS; Dryden
District General Hospital will hold an infor-
mation seminar for health care workers and
related public service personnel employed
in the northwest; and, in Sarnia, the Com-
munity Health Educators Committee will
organize a conference for health profes-
sionals on current AIDS issues.
The programs announced are part of the
$12.5 million announced by the government
last summer to combat the spread of AIDS.
The minister also told the conference that,
with funding of $1.2 million, TV Ontario will
hold a series of workshops to train teachers
and students about AIDS. Workshops for
parents and community groups will be
organized, and AIDS video programs will be
distributed to schools and other non-profit
organizations.

UCW holds recent meeting
Unit two of Victoria Street United
Church Women, met at the church on Dec.
9 for their Christmas, meeting, beginning
with a potluck supper. Nineteen members
and one visitor were welcomed by the
leader, Leona McBride, and some carols
were sung with Mary Currell at the piano.
Velma Linfield led in the devotions which
included a story "Christmas Child".
Agnes Gauley was in charge of the pro-
gram and had as her guest., Madeline Bur-
chell who showed pictures of her trip to
Haiti.
Dove Hortan and Mary Currell
volunteered to fill and'dbliVer stockings to
six ladies whom are residents of Maitland
Manor. It was also decided to buy two
poinsettias for the church.
The new officers for Unit Two, for the
next two years will be - leader Anne Smith;
secretary, Sadie Irwin; and treasurer,
Joyce Goddard. The meeting in January,
will be held at 1:30 p.m., beginning with
dessert supplied by Anne Smith and Mary
Currell; devotions with Dove Hortan and
program Leona McBride. Leona thanked
all the ladies for their support during her
term as leader and wished the new officers
success as they serve their term.
One lady visited the birthday box. It was
decided to continue with the draws for next
year. The meeting closed with prayer and
gifts were distributed among the ladies.

ART KIDS is a program which originated with Mona (strati-Mulheren in 1981 and is sponsored by the Goderich Recreation Department.
The purpose of the program is to provide young people with a high quality visual arts experience. The emphasis in the classes is to provide fun and
experimentation through a variety of media and to assist "Kids" in gaining confidence in exercising their feelings and ideas. Creative and imaginative
approaches to a variety of topics is emphasized and flexibility to the "Kids" responses is maintained.
Due to extenuating circumstances, "Art Kids" may or may not run in the winter session. More information will follow. Watch for ads and flyers
in the New Year.
BABYSITTER'S TRAINING COURSE - Instructor - Patti Rean Developed by the Canadian Safety Council for Young People Ages 12 and Over.
Prepare yourself for the responsibility of babysitting by enrolling in this 6 week course. Learn to be an effective babysitter. Topics include: child

their own sets, costumes and characters.
