A recorded vote of 20-12 was in favor of maintaining the current level of rebate and a breakdown of the vote would suggest no urban -rural split, at least on this issue. In a reversal to a recommendation it made two months earlier, council's raods com- mittee changed its stand and recommend- ed that the rebate level remain unchanged at 45 per cent. Urban rebates are con- sidered to be the county's contribution toward road work in its towns and villages. The earlier recommendation sought to have the rebates dropped to the minimum 25 ' per cent allowed under provincial legislation. Council, however, had sent the recommendation back to the committee when some members of council, mostly reeves from towns and villages, objected to such a sharp reduction. At the December meeting, council was told that considerable discussion centred on the issue at the committee level. "I suppose you think the committee has been ambiguous in now recommending the opposite," Colborne Township Reeve Russell Kernighan, the committee chair- man, Said during presentation of his report to council. However, he'said that at the committee Level, he has already pointed out that the county highway dei'artment has more to gain from the continued co-operation at the urban and rural municipalities than from the additional funds which could be realized from the reduction in rebates. In the committee report, it also states that County Engineer Dennis Merrall had advised the committee he knew no formula which could be used to calculate the level at which the urban rebators should be paid. Although he said he was not questioning the decision of the committee to recom- mend keeping the rebate level at 45 per cent, Tuckersmith Township Reeve Bob Bell did ask, however, for clarification on who actually qualifies for the urban rebate. Both his municipality and Stephen Township have urban roads within their boundaries and he asked Merrell if either or both could qualify for the rebate. Merrell pointed out that legislation limits urban rebates to towns and villages and not to hamlets within a township. In other counties, however, townships with a population of 2,500 or more have been elevated to town status, he said. so they would qualify for the rebate. "The (rebate) legislation dates back to the turn of the century when they didn't, an- ticipate things being as they are today," Merrell said. Stephen Township Reeve Thomas Tomes spoke against maintaining the 45 per cent level even though he said, "I don't want to see it come down hard on the urban centres. He suggested dropping the level to 25 per cent, although phasing the reduction in over a period of several years. Although every urban reeve present at the meeting voted in favor of the recom- mendation to maintain the 45 per cent level, it could not have passed without the support of some of the rural votes. In the recorded vote, eight township reeves threw their support in favor of the recom- mendation. Had the vote taken a strict "urban -rural" line, the count likely would have been the same 20-12 although the ma- jority in this case would have defeated the recommendation. Grey Township Reeve Leona Arm- strong, Bell, West Wawanosh Township Reeve Cecil Cranston, Howick Township Reeve Gerald D'Arcey, Hay Township Deputy Reeve Claire Deichert, McKillop Township Reeve Marie Hicknell, Ker- nighan, and East Wawanosh Township Reeve Ernest Snell supported the recom- mendation. With the exception of Wingham Reeve Bruce Machan, who was unable to attend the meeting until the afternoon session and therefore absent when this vote was taken, all of the urban reeves and deputies were in favor. Recorded as favoring the recommenda- tion are: Armstong, Bell, Seaforth Reeve Bill Bennett, Clinton Reeve Bee Cooke, Cranston, D'Arcey, Deichert, Goderich Deputy Reeve J.P. Doherty, Zurich Reeve Bob Fisher, Exeter Deputy Reeve Lossy Fuller, Hicknell, Bayfield Reeve Dave Johnston; Kernighan, Exeter Reeve Bill Mickie, Hensall Reeve Jim Robinson, Snell, Blyth Reeve Albert Wasson, Brussels Reeve Gordon Workman, and the two votes of Goderich Reeve Harry Worsell. A new state-of-the-art , controller system has been added to the lights, which, according to Goderich Public Works Commissioner Ken Hunter, "makes it a safer intersection". Hunter said the new controller system is more reliable and allows the traffic light to be programmed for different traffic patterns during day and night. However, Chief King notes that some motorists who were used to the old light patterns have been contacting the police department to report the lights working out of sequence.
