Council defers position n delegation
Goderich Town Council has referred a
Ministry of Municipal Affairs proposal to
delegate -authority for certain planning
functions to the county government level
to their Administration and Personnel
Committee.
Dr. Gary Davidson of the Huron County
Planning Department appeared before
council at their Sept. 28 meeting to explain
the nature of the proposed changes to
council.
"What is being delegated is authority for
what are considered to be administrative
functions by the ministry," said Davidson.
Authority for subdivisions, con-
dominiums, part lot control, road closing
and zoning comments are the area which
would be affected by the changes, he said.
The proposal would simply drop one step,
the study and recommendations on these
matters by the ministry, leaving final deci-
sions on the matter up to county council. In
some cases, the changes would eliminate
provincial involvement at more than one
stage.
For example, under the current pro-
cedure the following steps are needed for a
road closing : local bylaw, to province, pro-
vince.to county, planning report, country
recommendation, provincial decision. The
new forat would require only three steps:
local bylaw, planning report, county
decision.
Davidson said the new procedures would
not undermine the local municipalities
control over these matters, because the
local municipality must initiate steps to
get such procedures underway. It simply"
means the decision process ends with the
county, rather than moving on to the pro-
- vincial level. .

Colborne Christmas
Country Fair is on
The annual Colborne Township
Christmas Country Fair, a display and
sale of local arts and crafts, began today at
the Saltford Valley Hall.
Billed as "The Original Western Ontario
Craft Show to Promote Craftsmen and a
Community," the show features the work
of both local and regional arts and crafts
specialists.
The event will run on three dates:
Wednesday, Oct. 21, from 10 -a.m. to 9
p.m.; Saturday, Oct. 24, from 10 a.m. to 5
p.m. and Sunday, Oct. 24—from noon to 5
p.m.
Among the featured crafts this year will
be tole art, woolen toys, macrame,
creative mirrors, silk flower ar-
rangements, pressed wildflowers, stained
glass, leather • work, knitting, weaving,
twine mats jewellry and others. Fresh
baking and produce will also be available.
"It does not take away any of the rights
the municipalities now enjoy," he said.
Enormous time savings would be involv-
ed, said Davidson.
"Most approvals take about a year (to
go through the current chain). and nine
months of that is taken up by the pro-
vince,", he said.
Councillor John Stringer asked David-
son if the 'decentralization," of decision
making might not mean "increased staff
and expanded bureaucracy." at the county
level, leading to •'additional cost to the
taxpayer,
"We're geared up to do them now, so I
don't see the need for any more staff to
handle it," Davisdon replied.
The Town of Exeter, which has tried to
distance itself from the county planning
department in the past, sent a letter outlin-
ing their objection to the proposal to coun-
cil. This letter was also referred to the Ad-
ministration and Personnel Committee for
consideration.
Advance payment made to HCBE
Huron County Board of Education's in-
surers presented an advance payment of
$500,000 to Superintendent of Operations
Paul Carroll at the October meeting of the
board in Clinton to cover restoration and
redecoration of two county schools after
they were damaged by fire late last
summer.
Representatives of the Frank Cowan
Company also advised the board provisions
have been made to set aside $1.7 million for
cleanup and repairs to Exeter Public School
and Usborne Central School near Exeter. No
firm estimate .of total damages to the
schools was given, however.
The hoard learned that six primary
classrooms and the gymnasium at Exeter
Public School will be, occupied again by Oc-
tober 16. The library and staff room will be
in use again about 10 days later.
It is not known just how long it will be
before the remainder of the Exeter school is
restored and ready for use by the students.
Much of the work has included cleaning
and deodorizing 'salvaged books and equip-
ment. All desks at Exeter school with the ex-
ception of those in one classroom, were
salvaged and must be cleaned and deodoriz-
ed before refinishing.
Texts and library books have their covers
removed and their edges shaved to remove
the portions most damaged by fire, smoke
and water, and after the deodorizing pro-
cess are rebound in new covers.
At Usborne school, all the cleaning and
deodorizing has been completed. • It is ex-
pected the contractor will be completely
finished with repairs and all the students
will be back in the school within a few
weeks.
Developer requests cost-sharing
Plaza One Development Corporation,
which is constructing a 1,000 square foot
retail plaza on Victoria Street, has asked
the town of Goderich to pay 50 per cent of
the cost of a new sidewalk being installed
on Brock Street.
The sidewalk is being installed on town
property at the north end of the plaza
bordering on Brock Street. The company is
already installing a -new curb and gutter
along the street and has asked the council
to re-imburse them for at least 50 per cent
of the combined cost of curb, gutter and
sidewalk.
The cost of the sidewalk is roughly $4,000
, the curb and gutter cost is roughly $3,000,
putting the town's requested contribution
at about $3,000.
Council referred the matter to the Works
and Property Committee at their Sept. 28
