Eventually, it is hoped the program will be able to wipe out rabies in Ontario. "Right now, theoretically it could (wipe out the disease)' if you get to a certain im- munity rate. We believe we can control the disease, if not completely eradicate it," ,said Bachmann. Ministry to spend $5 million on drug research The Ministry of Health will spend an ad- ditional $5 million annually to help On- tario's young people fight drug and alcohol addiction and another $750,000 to promote drug-free lifestyles among the young, .Health Minister Murray Elston announced today. The $5 million will be used to develop and expand addiction services and make the system more accessible and respon- sive to those 16 to 25 years of age. "While some from this age group may already use existing adult services, many have alcohol and drug abuse problems and other difficulties which require support services specifically designed to ,meet their needs," Mr. Elston said. "These would include such services as specialized residential treatment programs." The district health councils are being asked to request proposals from communi- ty groups for these programs by Sept. 30. These proposals will be submitted to the minister along with DHC recommenda- tions on priorities by Oct. 31. The ministry will also spend $750,000 an- nually to hire and train health promotion and prevention workers who will work full- time promoting a drug-free • lifestyle for young people. The workers, to be attached to existing local addiction programs which have yet to be determined,' will: • support and reinforce the behaviour of the youth who has chosen not to experi- ment with, or use, drugs; • encourage those who have intermit- tently experimented with drugs to stop; • • ' help steer those who have become regular users away from drugs before serious problems occur; and • offer accessible treatment to those young people who are already experienc- ing problems. The government announced it would establish youth drug and alcohol addiction programs in the Speech from the Throne . and in the 1987 Ontario budget.
