(submitted photo) Self Help Groups for farm families Farm families are facing pretty tough times in today's economic climate in agriculture. Families are questioning their future and just what they should be doing. This is an unsettling period for families. Many feel isolated and are unsure of who to turn to for support. Having someone to talk to who is going through a similar situation can be very helpful. Self Help Groups are designed to provide just the support you need. Ideally., a Self Help Group is made up of individuals who voluntarily form a group based on their common experiences and needs. In this case, it would be other farm families going through a stressful, financial time. As part of a group of about 10 - 12 peo- ple, you could share with each other your own experiences, frustrations and fears. By doing so, you can learn how others may have coped with the situation. Just the sup- port of knowing someone else who is having an equally difficult time, can help you through this trying period. The Ontario Ministry of Agriculture and Food has prepared a kit -on how to start a self-help group. Topics covered include, how to get started, the first meeting, learning your resources, leadership guidelines, keep- ing members involved, and lots more. • If you are interested in starting a self-help group or in belonging to one, you should con- tact Dennis Martin, the Self Help Contact for Huron County. Phone 482-3428 Stabilization registration,forms available Registration forms for the 1987 Ontario Crop Income Stabilization program are now available. Producers who were enrolled last year will automatically receive a re - enrolment form in the mail. Producers who were not enrolled in 1986 may pick up a form at the, Ontario Ministry of Agriculture and Food office in Clinton. Deadline for applica- tion is October 1. • There are some things you should know in completing this year's application. The ap- plication form is for crops marketed during the following periods: Winter Wheat and -Cariola - July 1-,71-987 to -Stine 1988-; Barrey' - August 1, 1987 to July 30, 1988; Corn, Soy- beans, White Beans - September 1, 1987 to August 31, 1988. Thus, winter wheat planted this fall is not enrolled until next year. Producers must estimate their yield for corn ,and soybeans on the enrolment. In order to cover all of your production for stabilization, it is best to estimate your yield on the high side. Another point that needs clarifying is the maximum payout under the program. The maximum payout a producer may receive under the program is three times the total enrolment fees paid, as opposed to three times the enrolment fee for a particular crop. Thus, in the event of a large payout for a particular crop, it would be good to have built up your enrolment fee account by enrolling all crops you have to maximize your payout. One of the real advantages of the program is that the fees you pay in ,are kept in a separate account and accumulate interest at the current daily interest rate, comparable to the banks. Any, excess fees at the end of the program are returned to the pro h.rcet.:._..._Along with the application form is an eligibility letter to be completed. This needs to betcompleted only if you are a new pro-, ducer of a crop, or if you grew an eligible crop last year but did not enroll that crop.�a All other producers who were enrolled last year do not need to complete this , form. Crops grown for seed are eligible for stabilization and may be enrolled'along with a producers' non -seed crop$. Producers enrolled last year may apply the fees in their account against what -they owe for this year's crops. Final Payments On 1986 Stabilized Crops Final payments on 1986 crops under crop stabilization will not be known until November or December. Until then, pro- ducers may wish to check their records to ensure they received all the interim payments they were eligible for on 1986 crops. The provincial government made an interim payment on 60'percent of the tonnes enrolled by a producer for corn, soybeans, white beads, winter wheat, oats and canola. The F- dern1-government- made -an- Interim -- payment on 1986 corn and soybeans sold through a licensed elevator up to March 31, 1987. An interim payment was also made on barley sold by March 31, 1987, but you must apply by filling out an application. Corn or soybeans sold prior to March 31, to another producer or to a non -licensed elevator are eligible for all Stabilization payments an- nounced but must wait to apply until final stabilization payment applications become available. The chart below summarizes the 1986 interim payments. Rabies vaccination method to be tested For the fourth consecutive year, the Ministry of Natural Resources (MNR) will conduct .field trials of a baiting procedure that could eventually be used to control the spread of rabies. Some 34,000 rabies "baits" will be systematically dropped from low-flying air- craft over selected sites in Huron and Grey Counties on September 21, 22 and 23, weather permitting. MNR researchers hope that foxes in particular, the most common carriers of rabies in Ontario, will be at- tracted to and eat the baits. "Many people don't realize how prevalent rabies is in Ontario", said Natural Resources Minister Vincent Kerrio. "There are more rabid animals reported each year in southern Ontario's agricultural lands, than in any other province or state in North America. And in 1986, a record 4,212 On- tarians were treated with rabies vaccine and serum because of exposure to rabid animals." "Foxes account for 65 per cent of rabies cases in the wild. That is why this study con- centrates on foxes." The bait drops will take place as follows: - on September 21, in Huron County in the Townships of Hullett, Goderich, McKillop, Stanley and Tuckersmith, and a portion of Morris; - on September 22, in Huron County in the Townships of Ashfield, Colborne, Grey, Howick, Turnberry and West Wawanosh, and the remainder of Morris; - on September 23, in the Townships of Ben - tick, Egremont, Glenelg and Normanby in Grey County. The purpose of this year's field trials is to fine-tune and determine the most economical methods of vaccinating wildlife against rabies, and to develop a form of bait that will be most acceptable to the animals. In past years, the vaccine was contained in a sponge cube coated with beef/liver/hamburger that was sometimes placed inside a plastic bait bag. This year, researchers are testing a bait consisting of a cube of hardened wax, beef fat and mineral oil. It contains a chicken flavor to attract foxes, and is colored green to repel other animals, mainly crows. About 13,000 baits will contain gine and ,hout 21,000 will not. Results will e compat to see if the presence of the vaccine itself nas any effect for foxes eating the baits. The success of the field trial will be determined later this year during the trapping season, by studying samples of blood and teeth from foxes. Some . of the bait will be contained in plastic bags, as in previous years, others will not. This will decide if a plastic bag is actually needed to attract foxes, as in the case of the earlier sponge -type baits, and better protect the vaccine. Every bait, whether in a plastic bag or not, carries a label indicating it has a rabies vaccine and giving an MNR toll-free telephone number for more information. "People should not disturb the baits", said Mr. Kerrio. "The vaccine poses no danger to pets or domestic animals. A pet that does eat the bait should not be con- sidered immunized against rabies; your animal still requires a proper vaccination by a veterinarian. H.D.
