Big year for construction
This has been one of the biggest years
for construction in Goderich in a long time,
according to Commissioner, of Public
Works, Ken Hunter.
Federal and Provincial Governments
hale 'picked -up most of the $1,065,000 tab
for construction.
Lavis Construction is currently repaving
and installing storm sewers on Keys St.,
Brittania Ave., and Raglan St,.
In the future, new sewers and paving
will be done on Wellington Rd. Storm
sewers will be installed on North St. bet-
ween Nelson St. and Bruce St. However,
the road will not be paved, rather it will be
patched.
Town work crews will install new sewers
on South St. ° from Elgin Ave, up .. to the
Livery. -.
Additional work includes: putting curbs
on Eldon St. south of Sun'c ast Dr. and pav-
ing Younge St. at Leonard Dr..
The Federal Government will be re-
building Regent St. (salt mine rd.) from
North End Marina to the Sifto Salt Mine in
the near future, said Hunter.
Huron Rd. from Victoria St. all the way
to Sheaffer Pen will be repaved as part of
connecting road project. The Ontario
Government will pay 90 per cent of the
cost. Tenders .for the project are due
September 4. .

OMB overturns zoning change
on Bennett Street property
The Ontario Municipal Board (OMB)
has overturned a by-law, passed by
Goderich Town Council in October, 1986,
which would allow a commercial develop-
ment on a lot at the southeast corner of
Bayfield Road and Bennett Street.
While the OMB agreed that a Highway
Commercial designation constitutes the
best use of the property under the town's
Official Plan, they still repealed Bylaw 99
of 1986, saying the town's zoning of the pro-
perty was premature, as London
developer Gerald Pilkey has not revealed
the nature of the proposed commerical
operation.
The OMB let stand, however, the Official

from Residential to Highway Commercial
Ministry sets
rent guideline
at 4.7%
The Ministry of Housing announced
recently that the rent review guideline for
the year 1988 will be 4.7 percent. This an-
nouncement fullfils the statutory require-
ment to publish the guideline prior to August
31 of each year.
The 1988 guideline represents a decrease
of .5 from the 1987 guideline of 5.2 percent.
The new guideline will be effective from
January 1.' 1988 to December 31, 1988.
"The decrease in the guideline amount
was due largely to a decline in energy costs,
combined with a general easing in the
overall rate df inflation," said Fred Peters,
executive director of the rent review
division.
The rent review guideline is the amount
by which a landlord can increase the legal
rent for a unit without approval from the
Ministry of Housing.
Under Ontario's new rent review system,
the guideline is calculated each year based
upon a formula which takes into account the
change in costs of operating a well-
maintained rental building.
The formula includes components of the
Consumer Price Index, the Statistics
Cana6 r Wage index and the average in-
crease in municipal taxes.
The guideline formula was developed by
the committee of landlords and tenants who
advised the Ministry on the creation of the
new rent review system.
"The formula responds to changing
economic circumstances," Mr. Peters said.
"It provides protection for tenants in
periods of high inflation and allows for suffi-
cient funds to ensure proper building
maintenance."

The decision leaves the way clear for
Pilkey to resubmit an application to
develop the property, this time including a
specific site plan.
While Pilkey declined to disclose his in-
tended use of the property, there are about
30 possible uses allowable under a C3
designation including: a convenience
store; take-out, sit-in or drive-through
restaurant; a motor vehicle sales or leas-
ing establishment, vehicle repair shop,
service station, car wash, veterinarian
clinic, hotel or motel, or a recreational
facility.
The matter went to the OMB as a result
of appeals by neighboring property owners
Lorene Love, David Herbison and Sandra
Herbison, as well as the County of Huron.
The neighbors were concerned about
possible increased traffic on Bennett
Street if a commercial operation were
located on the corner. They were par-
ticulary concerned about a proposed ac-
cess to the property on Bennett Street, at
an intersection already made busy by
motorists using the street as a shortcut
between. Bayfield Road and Huron Road.
Other concerns included: hours of opera-
tion, inclusion of an appropriate buffer
zone and disturbances in residences from
headlights of vehicles entering and exiting
the proposed operation.
The decision was received by Goderich
Town Council at its Aug. 17 meeting.
