The programs, which will cost an addi- tional $50 -million a year in subsidies, repre- sent the second phase of the Ministry's Assured Housing strategy launched in December, 1985. Mr. Curling said: "By the end of 1989, our Assured Housing strategy will have produc- ers commitments for 66,500 new units, and the upgrading of 36,000 existing units. More than 102,000 Ontario households will benefit from the strategy." The initiatives include $103 -million in fun- ding for 3,600 units of new non-profit hous- ing, and annual subsidies of $9.3 -million to initiatives trod ce 21,`i0! new units enable non-profit corporations to charge rents according to the incomes of tenants in 2,500 existing units. Another key initiative is the Supportive ('ornrnunity Living demonstration project, a combination of housing and support ser- vices which will allow people with special needs to live as independently as possible in the conununity. One thousand units of community-based housing with support services will be made available under the program. In addition, a number of measures are be- ing taken to create rental 'units in existing housing and non-residential properties. ''These initiatives address housing challenges facing Ontario today. ' Funds for the new initiatives were allocated in last May's provincial budget. Non -Profit Housing The 3,600 non-profit units to be conunitted over the next three years with $103 -million in capital funding will eventually have an- nual subsidies of $19.5 -million. The Ministry of the Solicitor -General is trying.to make female students aware of the opportunities for them to enter posi- tions in fields previously dominated by males, such as police forces and firefighting departments. "The posters and brochures are aimed at ethnic people and females for possible recruitment,” Police Cheif Patrick King said. Supportive Community Living Funding will be provided for 1,000 units of supportive housing over the next three years. In addition, 2,500 existing social hous- ing and special needs units will be modified. New funds will be provided to recognize the increased management costs for this form of housing. This initiative will link housing and sup- port services for special needs groups. It will be undertaken jointly by the Ministries of Housing, Community and Social Services, Health and other provincial ministries. As part of Supportive Community Living, funds for training, education and research will be given to community based.agencles which already provide housing and support services. Supportive Community • Living will pro- vide a wide range of optionsfor groups re- quiring a variety of services and housing, such as battered women, offenders and ex - offenders, those with alcohol or drug abuse problems, homeless young people and the frail elderly. Conversions To Rental Almost $60 -million has been allocated through the Convert -to -rent and Home Shar- ing programs to create new rental units. - Under Convert -to -Rent, an additional 8,000 units will be developed at a cost of $56 -million. The program produces moderate cost rental apartments, primarily through converting non-residential proper- ties. Interest free loans of up to $7,000 per unit are available. Through a "Vacate/Create" initiative, 300 private market apartments will be created. Renters who vacate an affordable apart- ment to buy their first home may qualify for an additional incentive grant of $3,000 to add a rental unit in the horne. Home Sharing Twenty-two agencies will be funded under an expanded Horne Sharing program that encourages shared accommodation in a family house or apartment. The expanded program, aimed primarily at the elderly, is expected to produce 1,500 "matches" over three years. Rehabilitation Additional funding of nearly $24 -million will be provided to conserve and rehabilitate 4,500 private homes and low- rise apartments. To help ensure older housing stock re- mains in a reasonable state of repair, an ad- ditional $12 -million has been allocated to the Ontario Home Renewal Program. The pro- gram provides homeowners with loans of up to $7,500 to bring sub -standard housing up to minimum standards. An additional $1.5 -million has been allocated to the Ontario Home Renewal pro- gram for Disabled Persons to make housing modifications that increase accessibility for a disabled occupant. Interest-free loans of up to $15,000 are available to disabled homeowners or homeowners with a disabled relative living with them, regardless of ., income. The Low -Rise Rehabilitation Program will be expanded to include rooming, boar- ding and lodging houses. An additional $10 -million will be committed to the pro- gram which offers owners forgivable loans , of up to $5,000 per unit to upgrade older apartments.
