Hydro should increase rates
Ontario Hydro should increase electricity
rates by 4.9 percent for 1988. This is just one
of 75 recommendations put forth by the
Municipal Electric Association in its final
argument to the Ontario Energy Board
r OEB) hearing.
The net result of the Municipal Electric
Association's recommendations would
reduce Ontario Hydro's proposed revenue
requirement by $138 -million, savings that
the Municipal Electric Association feels
should be put toward'the Crown corpora-
tion's debt. Evidence submitted during the
eight week hearing indicates Hydro's goal of
keeping its rates at or below inflation level
during the 1980s has resulted in Hydro fail-
ing to meet its financial targets during the
past few years. While the Municipal Elec-
tric Association supports this goal, it feels it
should not be done by increasing its debt
obligations.
The Assocation's recommended 4.9 per-
cent increase will allow Hydro to maintain a
reliable and competitive system - with no
consequence to either its customers or the
economy - and help put Hydro on -the -road to
reducing its debt base.
In its argument, the Municipal Electric
Association recommends substantial reduc-
tions in the revenue requirement partially
because of a stronger forecasted Canadian
dollar and higher forecasted export sales. It
also urges Hydro to realign its salaries with
those Of comparable companies, resulting in
a $6 -million savings.
The Association's 268 page report also
recommends that:
* Increased support for Atomic Energy of
Canada Ltd. ( AECL.) research be accepted.
* Hydro accelerate its program to restore
preventative maintenance levels.
* Hydro be given opportunities to develop its
parallel generation programs in conjunction
with independent producers.
* Hydro reduce its future coal contracts.
* Hydro increase its 1988 nuclear decommis-
sioning provision by 10 percent.
