The Goderich Trotting and Agricultural
Society has received permission to hold a
fundraising event ( Beef Barbecue and
Dance) at the Goderich and District Com-
munity Centre on Aug. 29.
Council concurred with the request at
their Aug. 17 meeting.
Councillor Peter McCauley has been
named Goderich Town Council's represen-
tative on the McKay Centre Board.
McCauley's apointment was officially
approved at the Aug. 17 meeting of council.
McCauley replaces former represen-
tative Councillor Stan Profit, who has in-
dicated he cannot find the time to repre-
sent council on the board.

New bills will help
clarify refugee situation

Recent events concerning Canada's im-
migration and . refulgee policies have
resulted in some confusion and misconcep-
tion of the government's stand an
refugees. •
Let me clarify the government's posi-
tion, and explain what it means to you as
Canadians.
As you are aware, Parliament was
recalled last week to introduce new,
legislation to deal with serious abuses and
deficiencies of the system currently gover-
ning the treatment of refugee claims. Now,
after open debate in the House of Com-
mons, Bill C-84 has gone to committee to
be reviewed and, if necessary, revised.
Part of the confusion I have heard stems
from the fact that this new legislation is an
adjunct to the government's previous im-
migration bill, C-55 which is intended to
clarify Who is a legitimate refugee. Bill
C-84 is designed to dovetail with Bill C-55 to
provide protection from abuse of our
refugee laws by people who are in fact
NOT legitimate refugees.
It is hoped that Bill C-55 will also go to
committee this week.
—The new legislation will not penalize
legitimate . refugees, nor will it penalize
those concerned Canadians who genuinely
are trying to help refugees. Bill C-84 is ac-
tually designed to protect legitimate
refugees because it will speed up the deter-
mination process and will increase the
punishment of those who unlawfully at-
tempt to profit . from . their smuggling
ac_ tivities,.
Another point of concern and confusion
with Bill C-84is the question of proper
documentation. Genuine refugees often
cannot get proper documents before leav-
ing their country. This new bill does not re-
quire that refugee claimants provide
anything they did not have before they
started their -journey to Canada.
What the new legislation would provide,
is a method for our government and im-
migration officials to control the flood of
bogus refugee claimants. We are not dos-
ing the door on true refugees, and many of
those who initially claim refugee status as
an attempt to secure entry into Canada
will in fact be accepted through the formal
immigration channels. .
We welcome and need , immigrants in
this country. However, a system is
necessary if the process is to be effective
and efficient, Bills C-55 and C-84 will give
us the up-to-date system we need.
PC candidate claims
win without outside help
At a Sunday Huron Conservative picnic at
the Exeter Golf and County Club, candidate
Nico Peters said his campaign was catching
fire.
He told about 200 supporters, "I will win
this election without any outside help. We
will win it in the backyards and on the
streets as we preach the gospel according to
Nico Peters".
Mr. Peters continued, " We will approach
our policies with what the people of Ontario
can afford. With the Liberal's spending in-
crease at three times the rate of inflation,
we have to fight their socialistic approach to
government".
The PC candidate went on to say, "This
was not the time for an election. This is an
expensive affrdnt to all in Ontario. It's about
taking a stand of defending the minority, but
not at the expense of the majority."
"If we can get Ontarians to listen to our
message they will realize we are the only
party that stands up for the rights of people.
We have the only platform and policies to
lead Ontario into the 90s."
Mr. Peters admonished the present
government for being responsible for triple
the layoffs in the north and allowing all the
growth and new jobs in Toronto.
He said the present government has done
nothing about roads in Huron County and
said highway 4 north of Blyth was in terrible
shape and needed widening.
While the picnic was an informal affair,
Sarnia MPP Andy Brandt turned out to be
the guest speaker.
On the subject of free trade Mr. Brandt
said, "It's ludicrous for Peterson to say it's
going to be harmful to Ontario. To do
nothing like he is doing would also be
harmful."
He continued, "The United States has a
$170 billion trade deficit. Mark my word,
they will do something to try and change
that. It would be devastating to Ontario if we
don't get protection with a solid agreement.
It must enhance our economy and
development."
About the Auto Pact, Mr. Brandt said it
should not be renegotiated, but left intact.
Gibby Gibson of Exeter was master of
ceremonies for the brief program which was
followed by a picnic lunch of hof dogs and
beans. Also in attendance was former
Agriculture Minister Bill Stewart.
