PAGE 12 --GODERICH SIGNAL -STAR, WEDNESDAY, AUGUST 19, 1987 New airy adds security Town&'Country The 16 inch, Elgin Ave. water main, has been completed and will be used in con- junction with the existing 16 inch Picton St. main. It will also serve as a backup in case of emergency. According to PUC Manager, Evert Middel, had the Picton main broken down Goderich's water supp- ly would have been cut off. The new main gives the town more security. The five per cent holdback of $7,715.49 for the project is due October 18, 87. It is - customary to holdback a percentage of construction cost for a one-year period as a guarantee of successful maintenence completion. Two isolated areas of Goderich could ex- perience high water pressure, at certain times and under certain conditions, as a result of the new booster pumping station and high -lift pump modifications. The areas are below the bank and include the salt mine, marina and elevators. Two pressure reducing valves will be installed on Harbour St. and Waterloo St. at an overall cost of $44,990. According to Mid - del, the pressure problem is not serious, but needs to be rectified. B.M. Ross and Associates have been in- structed to prepare tender documents for tank sludge and filter backwash treat- ment. The contract will be part of current water treatment expansion. Water treat- ment process creates two primary waste streams—settling tank sludge and filter backwash waste water. Presently both streams are discharged untreated directly into the lake with Ministry of the Environ- ment approval. However, the ministry has changed its position and now requests the PUC to provide treatment facilities for both waste streams. The cost of the project was estimated at $220,000 in 1986, but Middel said the cost may have increased since. This summer's good weather means the current treatment expansion construction is ahead of schedule. Even adding the new treatment process (backwash and sludge tank filtering) to, the expansion, the pro- ject should be completed by the original Hi! My name is Samantha Marshall. However, the municipalities share will remain at $1,119,740, 68 per cent of the cost. PUC has received nine Ontario direct grant advances totaling $1,917,962 and have paid out $2,595,539.48. The conunis- sion's share to date has been $677,577.48 with an additional $442,162.52 still to pay. The government uses the same holdback method of paying grants and the PUC will have to borrow money to cover costs until full grants are received in a years time. By-laws are now in place, giving the PUC permission to borrow money. A reserve fund was setup by the commission to cover costs. It is estimated the PUC will have to borrow between $400,000-500,000 and the Goderich Branch of the Royal Bank has autorized borrowing up to $1,000,000. As yet final arrangements have not been made with the Royal Bank. "Once the other contract is let ( for tank sludge and backwash treatment) we will have a better idea of how much money we will need," said Middel. Arid arrived from Sault Ste_ Marie, light for salt on Aug. 12 and cleared for Milwaukee and Chicago on Aug. 13. The Willowglen cleared for Midland with wheat on Aug. 4. The Beechglen arrived from Thunder Bay with grain on Aug. 8 and cleared for Midland with wheat on Aug. 12, then returned from Midland on Aug. 16, light to load wheat.
