The commission received a letter from David Hewett, chairman of the Petrolia Police Commission,. inviting represen- tatives to attend the September 16 meeting. All small municipalities under 10,000 in population in Zone 6 are invited. Zone 6 also includes larger centres such as Windsor, Chatham, Sarnia, Sarnia Township, London and Wallaceburg. Policing costs, grants and policing in general will be discussed since many municipalities are discussin switching to OPP coverage. From the meeting, a presentation will likely be.made at the four- day Municipal Police Authorities meeting scheduled for October 4 in Toronto. Representatives of the Goderich Police Commission will also be attending this meeting. July record month for local police The month of July was an extremely busy month for the local police department, Chief King said in his monthly report to the com- mission. The department investigated 726 occurrences last month, compared to 502 in July 1986. The total occurrences made for a record month, Chief King noted. He attributed this to the fact that people were reporting more things. "July was a busy month for calls coming in," he said, noting There were 170 calls on one weekend. Among occurrences investigated were 11 mishchief and wilful damage complaints. Chief King noted many of these calls con- sisted of "considerable damage to the hoods of cars at local companies." Assaults were also up in July. .Included in this count were the assaults of three officers. July was a busy month for the • enforce- ment of by-laws (not traffic). Forty-six warnings were given of which "almost all were for noise violations," Chief King said. , Twelve such warnings were issued at the Optimist Music Festival. •Also up were 62 reports of thefts under $1,000. Included in this figure were the thefts of 40 bicycles of which 22 have been recovered. He added parents,should remind their children to lock their bicycles to something or put them in- side at night. There has been only one or two cases where, if the bicycle has been chained or locked up, the thief has cut the chain to get the bike. Also up substanially in July were the number of prisoner escorts. A total of 12 prisoner escorts were made totalling 2,173 • kilometres (1,062 km consituted young of- fender escorts). One aspect of the Chief's monthly report which caused some concern'among the com- missioners was that of overtime hours. A total of 155 and one-half hours of overtime were noted for the month of July (to date there are 1,207 hours of overtime for 1987). • Affecting this number is. the fact that one man was on vacation and three officers. were on workmen's compensation, leaving one-third of the force inactive. "I wonder if we will ever get caught up on manpower. It seems we're very susceptible to workmen's compensation," Mayor Eileen Palmer said, adding, "It's disturbing." Chief King noted for an officer to receive workmen's compensation, an accident in- volving the officer has to occur on the job. He noted officers have beeninjured in car accidents, have slipped, or been injured in assaults, .all which constitute receiving workmen's compensation. Mayor Palmer noted the commission has a moral responsibility to look into the mat- ter further. The Goderich Police Force was made aware by the Ontario Police Corrunission of a new training program for constables. The new training program is an updated version of the previous program which was required within one year of employment on a police force. The previous program was divided into two course and taught over a 15 -week period. The revised program sees' a new recruit doing in-service training, followed by a course at the police college, another in- service training time, and completed with a second police college course. The total time spent at the college is still 15 -weeks however it is spread out over a four-year period. The new program will become effective January 1, 1988. The course requires a constable to have a CPR course and have some physical fitness abilities.
