hiring of a new constable because of the
sever work conditions the force's officers
have been under. Mayor Palmer noted the
officers have been working under unfair
and unacceptable conditions and that the
department has been expecting a great
deal from those men who have been
working.
"They have been working under difficult
cirmcumstances. We respect their safety
and do have their welfare at heart,"
Mayor Palmer said. It is also the safety of
the residents, and their need to be pro-
tected by the local force, which led to the
commission's decision.
"The last six months, there have been
times where we've had six out of 10 men
active. By increasing the force at this
time, we will relieve some of the
pressures," she added. In the past, there
has been an overlap of time when officers
are on duty.. Usually, Mayor Palmer said,
there is one officer as well as the chief on
duty. However, at peak times, there are
two officers and the chief on duty. For the
past two years, Mayor Palmer noted the
chief has had Operation Crackwhip in
place which calls for extra officers on duty
when there is a need for such.
"The present scheduling will continue as
is. With the additional manpower there
will be less overtime, less fatigue and less
strain on the men," she explained.
CHIEF `DELIGHTED'
Police Chief Patrick King was
"delighted" with the action taken by the
police commissioners.
"It's a step in the right direction," he
said, in a telephone interview shorty after
the statement made by the Mayor was
given.
He said he was pleased with the
authorization of an advertisement for a
fourth class constable.
"It will inject younger blood .into 'the
department," he said.
Advertisements
for the position will be
placed in a number of newspapers in-
cluding the London Free Press and the
Kitchener -Waterloo Record. Chief King
explained qualified applicants will be
tested and interviewed in a set procedure.
He hoped to see both male and female ap-
plicants apply for the position.
The commissiofr is hoping to hire, and
have on duty, a constable by January 1988.
Chief King was also extremely pleased
with the promotions given to two officers.
"I admire the way they authorized the
appointment of two deserving officers to
the positions of acting sergeants," Chief
King said. He said Officer George
Lonsbary has been appointed Acting
Sergeant to replace Sgt. George Bacon
who is off duty on workmen's compensa-
tion. Officer Peter Mason will be Acting
Sergeant for Sgt. Gerry Hilgendorf who is
also off on workmen's compensation.
"They will be Acting Sergeants until
they (Sgt. Bacon and Sgt. Hilgendorf )
return. It could be for awhile. Both are off
on workmen's compensation and I have no
idea at this time for how long this will re-
main," Chief King said.
,' `It was a good move on the part of the
commission. It (the appointments)
rewards deserving officers. These two of-
ficers deserve the upgrading," he added.
"Both decisions are good, positive
steps," Chief King concluded.
Mayor Palmer said both proposals (the
hiring of a fourth class constable and the
promotion of two officers) ,received ,the
"unanimous support of the commission."
"The purpose of this action is to provide
the necessary policing required for the
residents of the Town of Goderich at this
time. The above is designed to restore the
Goderich Police Force to full working
strength in order to provide a strong
department, 'as well as provide the
necessary police protection for the
residents of the Town of Goderich,'" she
concluded.

Mayor Palmer noted the advertisement

mission is currently reviewing other mat-
ters within the police force, which when
the outcome of the review was reached,
could affect the number of persons hired.
"The matters we are reviewing are ex-
isting matters withing the existing police
force," she said.
She added the fourth class constable's
position would be a permanent position.
"The force could be increased depending
on the outcome of the current matter
under discussion. However, it's advisable
lo say nothing until the review is com-
plete," Mayor Palmer explained regar-
ding the possibility of hiring more than one
constable.
Consultant
hired to study
pay equity
PUC, BRIEFS
The Municipal Electrical Association
(Goderich PUC is a member) has hired a
consultant to study the Ontario Govern-
ment's pay equity legislation and to map
out a plan, for its implementation. Pay
equity legislation, which has received
three readings but not Royal approval as
yet, ensures equal pay for work of equal
value. Jobs are graded on a point system
as to their importance and commencing in
1988, one per cent of total payroll must be
set aside far pay equity purposes. Each
MEA member is responsible for a portion
of the consultant's cost.
"It's (pay equity) complicated and cost-
ly, but it's what the people want," said
Mayor Eileen Palmer at the PUC meeting
last Thursday.
According to Middel new homes in
Goderich will have water metres which
will be read in conjuction with Ontario
• Hydro metres. Water reading will be for
records and office use only.
The PUC expects to start metering older
homes in the future, after all of their cur-
rent projects are paid for and completed.
The meters will imprbve_the commission's
records concerning use and system losses
(outflow versus inflow) and give a better
idea of how much water is being used.
Middel pointed out that Kincardine and-
Collingwood have metered new homes. ajd
are currently metering older homes. The
Collingwood project started six years ago
and is slated for completion in 1988...The
new system will be more equititable for.
customers.'
"As it stands now a person living alone
pays as much as a family of 10," said
Middel. •
According 4) Middel, further studies will
have to be made before an accurate meter-
ing cost figure can be reached. However,
he said the cost would be around $100 per
• customer.

TAKE NOTICE that the Council of the TOWN OF GODERICH passed By-law 76-1987 on
the 17th day of August 1984, under Section 34 of the Planning Act, 1983.
AND TAKE NOTICE that any person or agency may appeal to the Ontario Municipal Board
in respect of the By-law by filing with the Clerk of the TOWN OF GODERICH, not later
than the 21st day of September, 1987, a notice of appeal setting out the objection to the
by-law and the reasons in support of the objection.
AN EXPLANATION of the purpose and effect of the by-law, describing the lands to which
the by-law applies, and the location of the lands to which the by-law applies are provided

By-law 76-1987 amends Zoning By-law 38-1985 by adding two uses to the list of permit-
ted uses In the Highway Commercial (C3) zone. Specifically, the following uses would
be perriitted in any HighwayCommercial (C3) location: a dry cleaning establishment; and
a movie video rental outlet.
Also, the by-law adds a definition to By-law 38-1985 to describe a movie video rental outlet
as involving the rental of video cassettes and video cassette players/recorders/screens,
but does not permit the sales of electronic home entertainment equipment. The sales of
home entertainment equipment is a permitted retail use in the core commercial area.
As a general amendment to the text of By-law 38-1985, the by-law affects all lands within
the Town of Goderich and sfiecifically, all lands zoned for Highway Commercial (C3)
purposes.
