free trad voters' main concern
11'1 provincial election, Riddell
The issue of free trade between Canada
and the United States is "first and
foremost," on the minds of voters in cur-
rent provincial election campaign, says
Agriculture Minister Jack Riddell, MPP
for Huron -Middlesex and Liberal can-
didate for the new Huron Riding.
Riddell, who was in Goderich Aug. 14 to
open his local constituency office on
NewgateStreet, has been all over the pro-
vince campaigning in his role as
Agriculture Minister in the Liberal minori-
ty government.
"Free Trade is the issue that comes up
every time," Riddell said.
People involved in agriculture are
especially ,concerned about free trade,
particularly with the possibility of losing
Ontario's marketing boards and quota
systems.
"It won't do us any good to retain our
marketing boards if we lose the underpinn-
ings, if we lose border controls," Riddell
said.
Producers of milk, eggs, chicken and
turkey "would find it very hard to com-
pete," with I g -scale American pro-
ducers, Riddell said.
For example, he said, just two of the
large American egg production operations
could supply all of Canada with eggs.
Free trade, without border controls and
some form of marketing controls, would
likely spell the end of traditional family
farm operations, Riddell said.
"We would go to very large, very in-
tegrated, strictly -controlled operations.
"Also, there are those that say if we lose
the family farm, it will have a spinoff ef-
fect on towns like Goderich, Clinton and
Seaforth. People in this area feel 'as
agriculture goes, so goes our economy,"'
Riddell explained.
Riddell feels any type of free trade
agreement would have to have strings at-
tached, to protect Ontario's economy.
"Whatever free trade agreement there
is, there has to be safeguards worked in to
protect the agriculture industry."
Riddell said there is no question in his
mind that agricultural issues such as sub-
sidies, marketing boards, tariffs etc., are
being discussed by Canadian and
American free trade negotiators.

Despite not having direct represen-
tatives at the negotiations, Riddell said the
provinces dp have considerable input into
the discussions.
• "We have made sure (Canada's chief
negotiator) Simon Riesman is well inform-
ed about the impact free trade would have
on agriculture.
Premier David Peterson has made his
position on free trade clear to the
negotiators, said Riddell.
"He's not prepared to see the auto pact
cut, he doesn't want to see our marketing
systems jeopardized," said Riddell, ad-
ding that the premier also favors controls
on foreign investment.
Not all agriculturalists oppose free
trade, said Riddell. Beef and pork pro-
ducers feel free trade would "probably
benefit them".
Riddell feels those products have pretty
well had free trade under the present set
up, but fears a complete free trade agree -

Roberts said the remaining $5,000 base
adjustment for 1987 was originally
allocated for capital purchases of com-
puter equipment as per Ministry of Com-
munity and Social Services policyand
direction. It was agreed the entire $17,200
base adjustment should be allocated to the
boarding line rate.
"On behalf of the Ministry, we would like
to say that we find the Family and
Children's Services of Huron County to be
a well-managed Agency," he said. "We
are of the opinion that our 1987 allocation
of funding is justifiable and should meet
the needs of the Agenti Thr the 1987 year."
No police pursuit agreement
An agreement between the five towns in
Huron County regarding police pursuits has
not yet been fully accepted, the Goderich
Police Commission learned at its August
meeting held Thursday.
The police commissions in Goderich, Ex-
eter, Clinton and Seaforth have agreed to
the principles and signed the agreement
however, Wingham has yet to sign.
Police Chief Patrick King told the coin-
missioners he had spoked to Fred McGee,
vice-chairman of the Wingham Police Com-
mission, who had given his approval regar-
ding the police pursuit clause. However,
McGee later contacted Chief King to make it
known that although "he agreed with the
police pursuit clause, he was not giving his
approval to the entire agreement.
The Wingham Police Commission wants
to discuss some other sections of the agree-
ment at its next meeting, scheduled for
September 9, Chief King told the commis-
sion. He noted the other towns are happy
with the present agreement.
A meeting will be held following the
Wingham Police Commission to discuss
their findings. In the meantime, Chief King
was asked by the commission to inform the
other towns of Wingham's intentions:

ment would have to include the lowering of
some health standards on this side of the
border. American producers, he said,
would likely demand the removal of the
30 -day quarantine period on beef and pork
shipped to Canada from the USA. This, he
said, could cause an increase of such
diseases as burcelosis and foot-and-mouth
'disease, which are practically non-existent
in Canadian livestock.
Riddell told campaign workers the party
has to avoid "complacency," which could
be brought on by recent public opinion
polls showing the Liberals.with a huge lead
zaver the Progressive Conservatives arid
the NDP.
"A lot of people are apt to get carried
away with the polls," he said.
"We're not letting up one little bit. We
will work just as hard in this election as we
did in the first election we ran.
Following the office opening, Riddell
took a walk around The Square to do some
curbside campaigning with local voters.
