Mine manager, Gaston Brousseau, suspended all operations immediately after the accident and the site was evacuated. The mine rescue teams monitored the air from the exhaust stacks Thursday evening and Friday morning, making sure the air was free of toxic gases before they descended to evaluate the situation. Rescue teams began their underground inspection at 11.27 a.m. Friday morning and the three teams completed their analysis by 6:30 a.m. Saturday. Brousseau said representatives of the company, the labour ministry, the union and the health and safety committee in- spected the mine Saturday morning. While admitting that small pockets of gas exist in soft -rock mining, the magnitude of the pocket, encountered Thursday was abnormal. "Small pockets of gas are trapped in the salt and because the salt is 80 to 100 feet thick, you will find some deposits," Brousseau explained. "This was a large deposit. Small pockets don't burst ani -nor- mally you can hear the gas release, there's no pressure buildup." All areas of the mine are being checked Brousseau says and the mine should be back in full production by Monday, Nov. 24. Some workers were recalled at mid- night Sunday, mainly to rehabilitate the ventilation system. Approximately 65 per cent of the workforce has been recalled to work on the ventilation system. Inspectors from the Mining Health and Safety Branch of the Ministry of Labour were on site Friday and Ailin Brady said the area was inspected Saturday and that a full internal report will be prepared in three weeks. Brady said some material has been sent away for analysis and that the report would only. be for internal use. Work will begin shortly on the filtration plant where modification and automation are scheduled to be completed by November 1987. In Slaking the plant totally automated, the PUC was advised that while the plant now requires 24 hour -manual operation, when automation is completed that much manpower possibly will not be required. In rosnnnse to this factor. the PUC is to look Into the price, avaiiabilty and time frame of an alarm system which could be installed before total automation is com- plete. (There would be an alarm system installed in the automation process by completion but the ministry suggests early installment.) The alarm system, which would monitor the water levels in the reservoir, would act as a replacement for man hours alerting a dispatch system should water levels fall and need to be cor- rected manually. As a replacement, the PUC purchased a truck frame from Jim Hayter Chev-Olds Limited in Goderich and a body from King Engineering in Woodstock. The new truck is described as a digger truck in that it can dig holes, set poles and string wires. Total cost of the new truck, GODERICH SIGNAL -STAR, WEDNESDAY, NOVEMBER 19 which is already in use, was estimated at $110,000. Prior to concluding the meeting, the an- nual election of new officers was held. Ben Sheardown was elected as chairman with Herb Murphy as vice-chairman. Leaving the chair's seat after one year is Dr. James Peters. Effective date of takeover for the new chairman is December 1, 1986. Time changed for public meeting Lacs: of attendance by councillors was among the major reasons Goderich Town Council has decided to change the time for public meetings under the planning act from 7 p.m. to 7:30 p.m. on council meeting nights. Council accepted a recommendation at their Nov. 10 meeting, from the Ad- minstration Committee who felt the change would be a better time for both the public and council members. It would also allow council members to be fully inform- ed of all planning matters with regard to Official Plan and zoning by-law changes. The later starting time was recommend- ed because some councillors had been uilabie t0 make the 7 p.m,. meetings, which led to repetition of questions when it came for council to vote on the zoning and n1ann- ing issues. "We're getting into second and third readings and the same questions (as those asked at public meetings) are still being asked,” said Counc. John Stringer, at a Nov. 6 Administration Committee meeting. Council's procedural by-law had to be altered to allow the council meetings to start later, on nights when public meetings are held. Council meetings will continue to start at 7:30 p.m. unless a public meeting is scheduled.
