Meanwhile, McCowan, who holds little hope of harvesting his beans this year, told the minister the problems with the farming industry go much deeper than this year's bad weather. "Back in 1977 we had a similar mess, but it didn't hurt us as much because we were strong as an industry. Hogan said farmers, who took the crop tour with Riddell, talked after the tour and suggested one way to pressure govern- ment to act would be to withhold land taxes this fall. This suggestion will be put for- ward on Thursday at the Huron County Federation of Agriculture annual meeting in Brussels and if it is approved locally, it could go to the Ontario federation to be adopted as a provincial strategy. Hogan said he thinks the tactic has been used before over a dispute concerning education tax, so it is not unprecedented. "If we had had five profitable years, we could live with it, but that hasn't been the case," said Hogan. He points to other in- dustries in trouble including Dome Petroleum and businesses such as the two banks which collapsed, and government was quick to respond..He also noted that other countries offer their farmers much more in the way of stabilization and sub- sidies leaving Canadian farmers at a disadvantage. Farmers can't see why they are not eligible for some kind of assistance. Hogan said his soil conservation prac- tices may prove to be an advantage in the wet conditions. The beans are laying on the residue from last year's corn crop and they are not as apt to turn black. When he turned to soil conservation practices, Hogan's one reservation was the white beans because of their fragile root system. He wasn't sure it could penetrate the hard soil that isn't tilled, but they seem to be doing well and even better in the wet conditions. The no till beans also had less trouble sprouting through the hard soil compacted by the initial rain just after seeding. "If I go broke, it won't be because of the ridge till, it will be for other reasons," Hogan commented.
