Council refuses eveloper's
request to waive fees
In a unanimous recorded vote, Goderich
council refused to waive impost fees on the
development of 40 rental units on Bayfield
Road despite a request from a developer
who is looking at building the units.
Mike Howe, of Norquay Home Ltd., told
council at its Sept. 15 meeting that his com-
pany could guarantee it would start
building by the first of October if council
could waive the $20,000 impost fee ($500
per suite on the 40 suite building).
"The cost to build in the winter is ex-
tremely heavy. Several municipalities in
Ontario have waived levies on multi-
family units to encourage building
developments. Our going ahead with the
project stems on dollars and cents,” he
told council.
Coun. Jim Seals told Howe that his re-
quest was unfair to other home owners and
developers who've built in town.
"If you're in business, you should be able
to afford the levies," he said.
Coun. Bill Clifford agreed saying the re-
quest should be denied.
"The impost by-law has been in place
since 1975. To give a waiver to this project
is unfair to those in the past and the
future," he said.
After the vote, Howe said there was a
50-50 chance his company would be going
ahead with the development.
"It's not our style to threaten to not con-
tinue," he said.
Mayor Eileen Palmer said she hoped the
refusal would not discourage the
developers from "putting the shovel in the
ground" by the first of October.
