"There were a lot more trucks going by
this morning but by now word has gotten
around so they're turning off and taking
other routes."
Squinting into the sun, Constable Lary
Killens pointed out a propane truck coming
down the highway.
"It'll probably turn off before it gets
' here," he predicted, referring to the road-
side check that he, several other OPP of-
ficers and a Ministry of Transportation and
Communications official had set up to
assess the safety of trucks transporting
hazardous goods.
' He was right. The truck slowed and then
turned on to a sideroad about 200 metres
from where Killens and other officials were
standing.
The driver of the truck was probably
lucky he did.
Killens, out of the Traffic and Marine
`"Branch of the OPP, is one of'four'officei s en-
forcing laws under the Transportation of
Dangerous Goods Act. But voluntary com-
pliance, not punishment, is the main thrust
of the' program, Killens explained.
"We'll only lay charges if there's a blatant
violation of the act," he noted.
On Friday by noon, Einem and Gare
DeVeulle, an MTC official, working in liason
with officers from the Goderich detachment
of the OPP had stopped 16 trucks at their
checkpoint on highway 8 just outside of
Fiolmesville. They had issued 13 warnings,
laid nine charges, detained two trucks until
they were repaired and pulled two others off
the road permanently.
"The problems were so severe that we
just pulled the licence plates off them,"
Killens remarked.
The mechanical safety of the vehicles also
comes under the scrutiny of Killen. "That's
where ' the expertise of the Ministry of
'transportation a d f✓ommunications comes
in," he said. �✓

Killens also lays ,charges under the
Highway Traffic Act for such infractions as
failure to wear seatbelts.
Figures, compiled since the program
began in late January of this year, indicate
a 70 percent failure rate among vehicles
stopped. That figure is astounding explained

"This morning we had propane, gas,
chlorine, oxygen, organic peroxide, and
farm chemicals but we do see radioactive
materials from time to time as well."
Perhaps one of the most common infrac-
tions that Killens sees is the failure to
display proper warnings on the sides and
ends of vehicles. Often the placards identify-
ing the goods, inside are incorrect. Now and
then Killens will come across a vehicle with
no identifying placards -an oversight which
could , cause serious problems for
firefighters and police at an accident.
The officer recalls arriving at the scene of
an accident between two trucks. One was
marked simply "hardware" but as officials
were about to light flares someone noticed a
peculiar odor. An inspection of the vehicle

celsius: Propane gas was also leaking from
one of 19 cylinders.
Killens will be back in the Goderich area
within the next few months conducting ran-
dom spot checks to determine the safety of
vehicles transporting hazardous goods.
