Card of thanks 3 Bedroom Brick Bungalow News GODERICH SIGNAL -STAR, WEDNESDAY, JULY 23, 1986—PAGE 11 C sends account to solicitor BY SHARON DIETZ An underbilled account in the amount of $12,568.10 which the Public Utilities Com- mission has been trying to collect from the Bedford Arms Motel has been handed over to the commission's solicitor. The underbilled account which goes back over a 22 month period was discovered when the commission .con- verted their billing procedures to com- puter. The Goderich PUC billing was 'previously done by the London PUC. Three other commercial customers in- ' eluding the Town of Goderich, Mac - Donald's Restaurant and The Suncoast Mall have already paid their`underbilled accounts. The commission, met with Bruno La- paine, proprietor of the Bedford Arms Motel in May and has supplied Lapaine's lawyer with,,information requested in an attempt to resolve the matter. The underbilled account has been outstanding since March of this year when it was discovered and the commission took steps to collect it. PUC management and the town ad- ministrator met with the town and PUC auditor andtwo representatives of Ontario Hydro to discuss setting up a reserve ac- count for future capital projects of the PUC. Mark Steeves of Ontario Hydro began by - clarifying the PUC - Hydro's operation under the Power Corporation Act regulated by Ontario Hydro. He indicated that within this operation, the only time the Town would be involved would be to ap- prove any required borrowing. This course of action is very rarely approved by Ontario Hydro and he gave the example of a utility operated generating station. He then indicated that if the PUC wished to set aside funds for future capital pro- jects, they are quite at liberty to do so and transfer to separate bank accounts -or in- vestments. The only way these funds would be available however, would be from operating surpluses. They would still be part of the utility's working capital - which cannot, exceed 25 per cent of one year's gross revenue. The procedures would be to advise On- tario Hydro at budget time that they wish to put aside $x each year to increase work- ing capital. Ontario Hydro would' then ap- prove a schedule of rates that would raise ufficient, money to cover the approved udgeted expenses plus the approved udgeted capital expenditures plus the $x dIncrease working capital, provided this id not result in the working capital ex- ceeding the 25 per cent of total revenues eiling. Town administrator Larry McCabe questioned whether the FUC could do this without a town bylaw and was advised that town approval wasnotrequired. Ron Kaufman, town and PUC auditor, agreed. -this is the way the PUC should operate and explained that this is not a for- mal reserve and is not specifically allocated. The town on the other hand, operates differently in that it allocates all its reserve to specific purposes. In other business at the July meeting of the commission, it was decided a proposal • from MacEwan Insurance Brokers for in- surance coverage to replace a substation in the event of damage caused by a transformer explosion would be received and filed.'The proposal cited the premium at $3,389. per annum with $5,000 deducti- ble. PUC manager Evert -Middel said he can recall only one instance where a substation was damaged in, this way as long as he has been with the commission. The commission agreedto a cost sharing arrangement with the town to install a 400 - millemetre main on MacEwan Street since a 300 millemetre main is all that is re- quired to service future industries. The 400 imiillemetre main is required to provide necessary system capacity. Tenders for the second phase of the water treatment plant expansion will be advertised later this month with a closing date of August 21. The second phase of the project is the modification and automation of the plant and the construction of a new water main to link with the new main on Elgin Avenue. This new main will provide back up for the main line on Picton Street which services the town., The commission decided to hold a special meeting with Ministry of Environ- ment representatives and the joint com- mittee pf the Town of Goderich and the Public Utilities Commission to clarify all aspects regarding the possible takeover of ownership and operation of the water filtration plant by the PUC. The plant is presently owned and operated by the Ministry off Environlinent. Announcement was made of the Sesquicentennial Service on Aug. 3 at 10 am. Archbishop James Watton will be present to head this special ecumenical service.
