First Reeve of
Colborne Township
Captain John Armand, 1.766-1859,' from
Banffshire, Scotland was the first Reeve of
Colborne Township. He was selected by
Council in 1850 and held office for one year
before the Reeve was elected by the
ratepayers.
His sons John and Adam, emigrated to
Canada in 1832 and took up 100' acres of
land known as lot 8, con. 9, Colborne
Township, Wester Division. When they
had cleared some land and built a log
house, they were joined by their parents,
Capt. John Annand, his wife Mary, two.
sisters and a brother in 1835. They named
their farm, Rosedale. The log house has
long since disappeared, but the lofty loeust
trees still mark its location. The first dug
well in the Township was located on this
farm.
Captain John Annand died at the age of
93 and was the first to be buried in
Maitland Cemetery, where the grave stone
still stands. The Annand sterling silver tea
service is on display in the Huron County
Pioneer Museum.

Appeals were made to the Government
on the ground that as they were receiving
large sumsof money annually from the
auto permit fees, a portion of this should be
returned to the townships, and as a result
of these appeals we are today receiving
some assistance where a- road superinten-
dent has been appointed.
But we hear someone say, we do not
need a superintendent; we can get along
with the old pathmasters. So you can. But
the result will be apparent — it is impossi-
ble to have a uniform system of road
maintenance and have a different
overseer every year in almost every mile
and a half, each with an idea of his own.
A road superintendent is just as much a
necessity in the township as a clerk or
treasurer, these latter being trained of-
ficers for their particular work. So should
the road superintendent become a trained
manager for the duty appertaining to his
office, that of the care and upkeep of the
roads." -
Colborne Township was a leader in ap-
pointing a road superintendent. Mr. Levi
Snyder was appointed in 1920. Mr. Hugh
Hill in his 1929 address to the Ontario Good
Roads Association was promoting the idea
to the rest of Ontario. The following is an
ekcerpt from that address.
"Time was, as you are all aware, when
the township council would annually ap-
point a large number of supervisors (then
called pathmasters),, to superintend the
maintenance of the roads, and the results
were, we had almost as many types of
maintenance as there were number of
superintendents. In many cases returns
were incomplete and the work was only
half done.
With the introduction oethe automobile
and motor trucks as a means of travel and
transportation, there came a demand for a
more uniform and better road, and as
these machines increased in number their
effective destruction of the roads was soon
apparent. Township councils found that a
change must be made, more money would
have to be spent on the roads, and a better

Coach service started before1850
Although there was coach service to
Stratford and points south by the year 1850,
almost a decade' would pass before roads
would be gravelled for this mode of travel
in Colborne Township. Well-known
coachmen were A.M. Polley, his rival Jock
Davis and Peter Hamlin, whose nephew,
William McConnell, in the early 1900's suc-
cessfully tendered on both the route from
Goderich to Kincardine and Goderich to
Lucknow. There were six toll -gates on the
latter road, which was owned by the
Gravel Road Company till around 1873
when it was purchased by the County of
Huron and the toll -gates were phased out.
A point of pride of the service was to arrive
on time. Leaving Kincardine daily at 5:00
a.m. for Goderich, where they stopped for
two hours to pick up mail and passengers,
they would arrive back in Kincardine at
10:00 p.m. the same day. The round trip
cost $1.50. Prior to this time lumber
wagons were used and long journeys of-
fered no tolerable facilities.
