ed 50 per cent by the, federal government,
30 per cent by the province and 20 per cent
by the municipality or group.
The operating loss comes in with needy
families who can't afford to pay the rates,
she said. They take a means test to deter-
mine how much they can afford to pay.
Also, a number of municipalities have
set their fees lower than they should have
and the ministry is in the process of mov-
ing those fees up.
"Day care is a sticky question right now
because of a policy paper that's been in the
-wind for six months which I suspect will be
about indirect subsidies," she said.
If the provincial government removes
indirect subsidies from day care centres,
costs to parents could more than double,
she said adding that she personally doesn't
believe that will happen.
While $15 ,a day is now the average fee
for day care, parents at the meeting said
they'd be willing to pay as much as $20 a
day.
"We never asked for free day care but if
the rates were $30 a day, we'd all be apply-
ing for means tests," said parent Brian
Donald.
Coun. John Stringer suggested the com-
mittee and the parents lobby the provin-
cial government not to change the day
care legislation so that rates for parents
will not increase.
Parents at the meeting responded that
they had already 'written' to Huron Bruce
MP Murray Cardiff, Huron -Bruce MPP
Murray Elston and Huron -Middlesex MPP
Jack Riddell.
"hidden told us the province can't do
anything for us until the municipality does
something about day care," said one
parent.

The costs involved in renovating the
Goderich Municipal Day Nursery to in-
clude a day care centre will be researched
by Judy Cooper, of the Ministry of Com-
munity and Social Services.
Since the day nursery is zoned for a day
care centre, an immediate solution to the
need for a day care centre by July 31 could
be resolved if the nursery school can be
renovated, Cooper told day care parents
and members of the day care committee at
a meeting last Thursday morning.
"Have you looked at the centre in (the
town of) St. Marys? It runs a nursery
school and day care in the same building.
and it works quite well," she said.
Clerk -Administrator Larry McCabe said
using the nursery building may present a
conflict with the squash club that uses the
same facility.
As well, Cooper said the parents should
also research local church basements as
possible interim sites for day care once the
July 31 eviction date arrives.
"As long as the facility has the right zon-
ing and fire and health approval, it'll be
okay. It has to be safe, clean and in the
right area," she said.
"I would hope 'that an all-out search
could be made to all facilities that are
presently CF -1," Coun. Bill Clifford.said to
the parents.
Cooper said Goderich and the surroun-
ding emn „Inity could probably support a
centre licenced for 40 children, opposed to
the licence for 24 at the K Day Care Centre.
She said the province will financially
support a day care centre which is run by
either a municipality or a non-profit incor-
porated community group.
The centre would be expected to set
rates which would cover the operating
costs and the operating, loss would be fund-

Squirt tourney gets $200
Goderich council will give $200 towards
the first Ontario' Amateur Softball Associa-
tion (OASA) provinicial Squirt 'D' fastball
championship tournament held in•
Goderich,
John Phillips asked council for $500 to
launch the tournament ,which he said
would bring a great influx of people into
town. Council gave $200 toward the tourna-
ment and referred the request for $300
more to the administrative committee.
"We'll make money. We just don't have
any money to get it launched," said
Phillips.

In a letter to council, Phillips said the
tournament on Aug. 23 to 24, which will
host eight teams from across Ontario, is
the first one of its calibre to be hosted in
Goderich. A successful tournament would
help the town secure future OASA tour-
naments, he said.
"I think it will be money well spent," he
said.
Coun. Jim' Searls supported giving
Phillips the money. "I think anything
council can do to advance the cause of
youth in town, it should do," he said.
