It goes on to say that the county's,by-law
giving the clerk -treasurer supervision
over all council bodies including the
boards "could give the impression that the
clerk -treasurer is empowered to exercise
general supervision over the affairs of the
board of health."

responsibility of coordinating, directing
and supervising the medical officer of
health and employees of the health unit.

The draft review remarks that rapport is
poor between the clerk -treasurer and the
MOH and recommends that the various
aspects of control need to be clearly
delineated.
The review also rex-darks that informa-
tion pertaining to accounting, budget
preparation, payroll, personnel and pur-
chasing, all performed by the clerk -
treasurer's office, is not readily available
to the health unit or' the home care
program.
"This lack of cooperation created undue
stress on the staff of the health unit and the
home care program," says the review.
It recommends that the clerk -
treasurer's department is only a support
service to the medical officer of health.
Representatives from the Minstry of
Health will attend a Huron board of health
meeting in July or August to discuss the
draft review, says McBurney.

PUC. discuss options to increase
water pressure to Champion

Steve Burns of Burns Ross and
Associates, engineering consultants,
outlined the • options available to the
Goderich Public Utilities Commission to
improve water supplies to the Champion
assembly plant on Maitland Road and
Sheaffer Pen, when he attended the June
meeting of the commission. Both are ex-
periencing insufficient flow and pressure
to radequately supply their sprinkler
systems in case of fire.
Commissioner Herb Murphy said
Champion initially contacted the commis-
sion in September last year and the com-
mission waited to respond until the new
pumping station was on stream at the end
of February, when they could determine
the effect of the new station on flows and
pressure.
Mayor Eileen Palmer said Champion
has been complaining a long time. They
have been patient and asked what money
was available for such a purpose. The PUC
manager replied that the commission had
"roughly $25,000" for this purpose.
Palmer suggested the commission
choose an option and see if they could
negotiate a cost sharing program with
Champion.

table and if cash is a problem, we may
have to go the cheapest way."commented
chairman Peters.
The commission decided to choose the
third option available in ' the Champion
situation which would move the flow and
pressure available on Huron Road to
Champion by a loop system. This option
would cost about $93,000 and would replace
750 feet of inadegtfate size main and install
about 600 feet of new main. This option pro-
vides essentially the same benefit as op-
tion one at less cost with more benefit to
the surrounding area than option two.
On a motion by Mayor Palmer the com-
mission decided to choose this option, ar-
range a meeting with Champion and work
out a cost sharing agreement.
Burns outlined the options in the Sheaf-
fer Pen situation and commissioner Mur-
phy asked if the problem was Sheaffer
Pen's, because they are stepping -down the
size of their main as it proceeds from the
property line to the bulding.

Pen would still have to improve the supply
at the road. He said he is almost certain it
is insufficient for their needs. They can
make improvements to their facilities but
it will not supply what they need, he said.
"For the long term situation, they should
improve facilities on their property but
there is insufficient supply at the road," •
said Burns.
Chairman Peters suggested they're
choking their own water with a four inch
main and they should update, their lines
andiput in an inline pump.
Burns said insurance companies would
not recognize a pump by itself. There must
be a standby pump which would cost more
he believes, than the solution he has
recommended. Burns acknowledged that
initially all the benefit is realized by Sheaf-
fer Pen. No one else benefits.
"We have a 10 inch main to their proper-
ty. The ball is in their court to investigate
what they can do within their own
bailiwick." said Mayor Palmer.
Commissioner Murphy asked if the
commission was legally obligated to pro-
vide. a certain standard of pressure to a
customer. Burns said the ministry has
established guidelines only. They stipulate
40 pounds pressure at the property line and
20 pounds pressure in the event of fire.

Weed control spraying conditions this spring have
been the worst for high wind, in my five years in
the business.
I wish to express a sincere thank you for the pa-
tience you have shown in waiting for us to get to
your lawn. We have worked 12-14 hour days
whenever possible (which wasn't very often) in
order to get everyone done.
We are now starting our summer fertilizing. If you
