PUC encounters difficulty
in establishing reserve find

Goderich Public Utilities Commission is
encountering difficulties in its attempt to
establish a reserve fund for its electrical
department.
In the past the PUC has allocated $4,000
a month to a reserve account which was
used to finance the new sub -stations on
Eldon Street and Britannia Road. The
commission has decided this money should
be placed in a reserve fund but has been in-
formed by Ontario Hydrq that they very
rarely consider approving such an
allocation.
PUC manager Evert Middel explained
to the commission at their June meeting
that Hydro's reasoning is that people today
should not have to pay for future projects,
however, as pointed out by commission
chairman Dr. Jim Peters, that was true
before we had the interest rates of today.
Town administrator Larry McCabe at-
tended the meeting to explain to the com-
mission that according to the Municipal
Act, the town could approve a by- law to
establish a reserve fund, but the PUC
would need to obtain Ontario Hydro's ap-

since the PUC is responsible to Ontario
Hydro.
McCabe said he is confused by a letter
from Ontario Hydro informing the com-
mission that they rarely approve reserve
allocations. McCabe advised the commis-
sion to include the reserve allocation in
their budget, ask council to approve a by-
law to establish the reserve fund and then
ask Ontario Hydro to approve the
allocation.
McCabe said the PUC is taking this
reserve allocation into account when the
commission sets the rates and if the rate
increase is reasonable and this allocation
is included, hedoesn't think Ontario Hydro
can turn them down.
"The Municipal Act allows you to set up
the reserve. The administration of it is the
PUC's business. It's not clear from.the let-
ter how Ontario,klydro is involved." said
McCabe.
The commission decided Middel and Mc-
Cabe should ineet with a representative of
Ontario Hydro to discuss the matter and
'bring back a recommendation to the
commission.
Improved financial position
for hospital, says Englestad

Hospital's financial position improved last
year, says Ken Englestad, hospital
administrator.
The financial statement, presented at the
Hospital Board Meeting on Monday night,
shows a surplus of $386,550. as compared to
$183,666. in the prior year. Funding from the
Ministry of Health during 19856 totalled $7.6
million.
Englestad says the highlight of the past
year "had to be the three-year • award
granted to the hospital" by the Canadian
Council on Hospital Accreditation. The
award is usually for one or two years, so
"congratulations must go to all concerned—
the Board, the Medical Staff and the
hospital staff who worked so hard to meet
the standards necessary to achieve this
level," he adds.
Englestad also revealed some changes in
the provision of psychiatric services. The
Ministry of Health approved the application
for a new Community Psychiatric Service in
Goderich; and "we are presently in the pro-
cess of setting it up," he adds.
Joy Daymond has been appointed as Co-
ordinator of the Goderich Psychiatric Ser-
vice, after having spent the past eight years
in the same position at Wingham.
Chairman of the Board Richard Ottewell
agrees the fiscal year 19856 was "most
successful."

"Suffice it to say that for the first time
during my tenure on the Board, and certain-
ly in recent history, the hospital Corporation
has an enviable capital surplus," says
Ottewell.
Ottewell suggests the hospital's most
critical challenge in the future may be its at-
tempt "to determine its role in a society
which presents an increasing demand for
medical service but at the same time it has
become increasingly difficult" to get capital
funds for expansion.
Ottewell outlines the fact of the Ontario
Government recently announcing $850
million being allocated to health care, "but,
by in large, these funds, are already ear-
marked " for other projects.
The Chairman predicts hospitals will soon
tave to rely on "their own resources and
heir own initiative to raise funds for capital
projects."
Englestad expresses appreciation to the
members of the Hospital Auxiliary who
"provide the extras that are so necessary to
the comfort of the patients."
Jean Wheeler, president o£ the Auxiliary,
says many fundraising activities were held
including a Tag day' andgaragesale m the
Spring, and bake sales in November and
March. Equipment purchased by the Aux-
iliary included a television set and
refrigerator, with a $200 donation being
made to the Nurses Library.
