Elston to launch study on
prescription drug use
The Ministry of Health will provide fun-
ding of $60,000 for a provincial study of
worldwide research literature on prescrip-
tion drug use, Health Minister Murray
Elston announced. The study will look at
how doctors from around the, world.
prescribe drugs, how their patients use
drugs and if measures taken to improve
drug prescrtbing have worked.
"Prescription drug use is becoming a
global concern and the ministry believes
that up-to-date knowledge of the subject is
essential before any steps are taken to deal
with possible problems in Ontario," Mr.
Elston said.
Four of Canada's leading experts" on
prescription drug use will conduct the si--
month study and .submit a report to the
ministry which will be made public. •

department of health administration at the
University of Toronto, includes Dr. E.M.
Sellers, professor of pharmacology and
medicine at the University of Toronto, Dr.
H. Segal, professor of pharmacy ad-
ministration at the University of Toronto
and Dr. S.G. Carruthers, associate pro-
fessor of medicine and pharmacology at the
University of Western Ontario and chair-
man of the Ontario Drug Quality and
Therapeutics Committee.
"This report will be invaluable as a
framework for further policy development
in regard to the Ontario Drug Benefit Plan,"
Mr. Elston said.
Many pharmacists, physicians ' ane
representatives of senior citizens and con- \
sumer groups who recently appeared before
the social development committee hearings
on Ontario's proposed drug legislation,
agreed that it is impotant to have a study on.
prescription drug use.

chanes to Canada's Labor Code

March 31.
The amendments are part of a package of
changes to all parts of the federal labor code
that were passed by Parliament in June of
1984. to the
The Canada Labor Code applies

jurisdiction in industries including air
transport, banks, broadcasting, railways,
shipping, grain elevators, and highway
transport.

Canada. Amendments to part III (tabor
standards). and part V (collective bargain-
ing) came into effect in March of 1985 and
July of- 1984 respectively.
Before the part IV changes could be pro-
claimed, however, it was necessary to fulfill
the commitment made during passage ,of
the Bill for extensiVe Consultation on the.
supporting regulations. During two distinct
development stages, interested individuals
and groups from both labor .and manage-
ment were encouraged to comment on the
proposed regulations and to propose
changes. Labor Canada will continue this
broad consultative approach to ensure that
,_tions are kerpt in step with
the regulations --
'changes in the working environment.
The changes are intended to promote
greater involvement by workers and
employers in workplace safety and health
matters and to strengthen the rights of
workers.
A new provision requires that employers'
make employees aware of all known or
foreseeable hazards,. in the workplace as
well as what steps are necessary to protect
workers' safety and health.
The Code now clearly spells out the
respective roles and responsibilities of both
parties in preventing occupational injuries
and illnesses.
In addition, the provision giving
employees the right to refuse dangerous
work, first introduced in 1978, has been

To meet the•need for active co-operation
and involvement by, both employers and

establishment of joint 'safety, and health
committees or the choosing by employees of
a safety and health representative.
Committees are required for all
workplaces of 20 or more employees, and a
representative is to be chosen for
workplaces of five or more employees,
where there is nocomrhittee. Where an ef-
fective committee or system of committees
is established under a collective agreement,
this may meet the requirement to establish
a committee under part IV.
