Proceeds from UNICEF will
vaccinate five children for life
The proceeds from just one box of
UNICEF cards provides enough vaccine to
protect five children from measles for life.
For most Canadians, immunization is just
a faintly painful childhood memory of a
series of needles. Everyone takes for
granted a health care system that ensures
them of the best possible protection against
diseases such as polio and tuberculosis.
But things are much different in the
developing world.
UNICEF, The United Nations Children's
Fund, reports that 3.6 million children die
every year from six diseases: measles,
tetanus,whooping cough, tuberculosis,
diphtheria and polio. All are diseases which
'can be easily prevented by a few cents
worth of vaccine.
' UNICEF's goal is to protect every one of
,the world's two billion children against
these six leading killer diseases by the year
1990.
Problems standing in the wayof this goal
are both technological and social.
Vaccines must be kept at near -freezing
temperatures or they lose their strength.. In
many parts of the developing world:Where
refrigerators are scarce and often fail due to
electrical power breakdowns, it is critical to
maintain the "chain of cold" from the
laboratory where the vaccine is made, to the
needle in a child's arni.

funding for 86
UNICEF is dealing with this technological
problem on two fronts - to develop vaccines
which remain potent even if exposed briefly
to,higher temperatures, and to make por-
table, kerosene -powered refrigerators and
"cold boxes" to store and:,carry vaccines.
The social problems which stand in the
way of universal immunization are more
difficult to overcome. Often mothers have to
carry their children long distances to vac-
cination centres, and must,, be convinced
that this is worthwhile. To be effective, vac-
cines for some diseases have to be given in
three doses over a period of several months.
Convincing parents to come back again for
these booster shots is often a problem.
Through mass education campaigns
about immunization, parents are taught to
give their children this protection. At the
same time, mobile immunization teams
travel through the countryside, reducing the
distance parents have to travel to immunize
their children. '
Vaccines are the most cost-effective
public health tool ever. Just $5 covers all
costs of fully immunizing a child for life - in-
cluding the cost of the vaccine, medical staff
salaries and transportation.

Provincial funding for the 38 conservation
authorities across Ontario was announced
by Natural Resources Minister Vincen
Kerrio.
In 1986, the province will provide a total of
$39.3 -million for the conservation
authorities to undertake various water
management, conservation and recreation
projects within their watersheds.
Kerrio noted that changes to the level of
grants, to be used for capital projects as
well as for general administration, are fully
in line with adjustments to the 1986 funding
levels for all agencies which receive provin-
cial transfer paymepits.
For the conservation authorities located
with the ministry's southwestern region, the
funding has ,been allocated as follows:
