In - the budget, released February 26, Wilson provided for the Farm Credit Cor- poration to establish a $700 -million loan pro- gram with interest rates pegged at 6 per cent. While the rate is less than half the current prime rate, the size of the farmer's loan and his annual payment would rise and fall witli the price of the commodity heproduces and sells. The program will effectively tie cash outflows to cash inflows and give those Tarmers who qualify a break should the prices they get'for their commodities fall in any given month, year or portion of a year. If the price you receive for your wheat drops during the first three months of the year, so will the amount you'll have to pay on your loan. The Farm Credit Corporation will establish a review board to determine wpo qualifies and its criteria will be farmers with a good probability of success over the long term, The program is designed -in effect -to help mem over the trouble spots in anticipation that they'll survive and prosper to make payments another day. The 6 per cent loans are to be available to current Farm Credit Corporation borrowers with 40 per cent equity or less in their farms. Those with more than 40 per cent and up to 55 per cent equity intheir • rm,s could get an interest rate -be per cent and the then current farm Credit Corporation rate for a 10 -year; fixed -term mortgage. Examples cited by the government show that a farmer's payments on a $100,000 loan could vary from a low of $6,639 in a year when commodity pries were low to a high of $12,850 in a year when the market is at its peak. In comparison a conventional $100,000 mortage at 12 percent would carry with it payments of $13,691 every year. Government officials hope the net effect of the program will be to s tie th out the peaks and valleys in farm in i e and cash flow over time. Another feature of the budget which benefits farmers was a one year extension o f ment wilt draw up guidelines to determine how much of the fuel a farmer uses goes to power off-road vehicles and how much goes into conventional .on -road 'vehicles and should therefore not enjoy the tax rebate.
