groyne
construction
Additional funding is needed to protect
the groyne constructed this winter during
the first phase of the bluffs erosion control
project.,

Commissioner Ken Hunter and a represen-
tative from the Maitland Valley Con-
servation Authority will, meet with the ap-
propriate ministry about the $100,000 pro-
ject's funding.
The additional funding is needed to buy
armor stones to protect the groyne, con-
structed with the material blasted and
dredged from the Goderich harbor.
Because the dredged material is 30 per
cent rock and 70 per cent sand instead of
the expected large rocks and boulders, the
groyne is in danger of being partially
washed away once the ice melts if no pro-
tection is provided.
"We have. about three weeks until the ice
melts and once that happens, a. big storm
could wash away ' a large . part of the
groyne," says Hunter.
The parks and waterfront committee
authorized as much protection as possible
to be done out of the $100,000 budget.
The groyne, which should reclaim five to
10 acres of land along the waterfront, is the
first part of the erosion control project.
The second part will involve using a sand -
sucker to suck sand out of the channel and
back into the bay south of St. Christopher's
Beach.
The third part involves repairing the
eroding slopes along the waterfront from
Bingham Drive south to the sewage plant.
Seven landowners whose property touches
or includes the slope have signed an agree-
ment with the town to allow the stabiliza-
tion of the slope to begin.
The agreement covers land at the bot-
tom of the slope, the slope and approx-
imately 10 feet at the top of the slope at the
westerly edge of the property. It states
that costs of erosion control will be paid by
the town- but that the town is not commit-
ted to complete the work. and is not liable
for damages or injury arising from the
erosion control work.
. The third phase of the project will begin
this summer but could take up to 10 years
to complete, says Hunter.

Huron County's planning and develop-
ment department has approved a budget
of almost half a million dollars for 1986.
County council will have a • second
chance to look at the department's
'estimates for the year when all•depart-
ment budgets are considered in March.
The 1986 planning budget is up 5.28 per
cent from last year.
The planning and development budget of
reflects salaryincreases of six per

and .benefits totalling

$256,042 make up more than half of the
planning department budget.
The second major expense of the depart-
ment is production costs. Budgeted at
$69,706 for the year, these costs reflect the
printing of zoning bylaws, official plans
and maps for the municipalities in the
county.
The largest expense is for business
development set at $61,800. Included in this
is the cost of promotional advertising of
the county for economic development and
tourism.

rest of the budget estimates.
Huron County pays the largest share of
the budget, however, the estimate of
$368,085 for 1986 reflects only a four per
cent increase over the county's share last
year.
The planning department will pull
$55,000 out of its reserves to cover the
various projects being worked on this
year. Planning director Dr. Gary David-
son said the reserves are used to balance

ject at the beginning, but the project takes
two to four years to complete.
The budget also reflects an anticipated
revenue increase from consent application
fees. The department expects to get $27,500
from the fees, because it upped the in-

diyidufal fee from $300 to $500.

fees account for the rest of the revenue.
Some of the work to be tarried out by the
department this year includes 19 zoning
plans at various stages, six official plans
at various stages and preparing • an
economic development strategy.
